Description
The VA Illiana Health Care System, Danville, Illinois intends to negotiate on a sole source basis with Eastern Illinois University Business & Technology Institute, 4604 Lumpkin Hall, 600 Lincoln Avenue, Charleston, IL 61920 to furnish Basic Team Member Level 1 training for all team members; Facilitative Leadership Level 2 Training for 120 participants; and Statistical Resource Leader Level 3 Training for 20 participants. The proposed action is for training services and related educational materials to implement VA IHCS Goal Sharing Program. Training must be started January 26, 2004 and completed by March 2004 in order for VA IHCS to be ready to implement VISN 11?s Goal Sharing Program April 2004. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-2, Unusual and Compelling Urgency. The Government believes that only one responsible source can provide the training services and related educational materials due to its educational expertise and geographic location to this medical center. Failure to begin training in January 2004 would seriously impact this medical center?s ability to successfully support implementation of the Goal Sharing Program as set forth by VISN 11. A determination by the Contracting Officer not to compete this proposed action is based on the unusual and compelling urgency of this procurement in meeting agency requirements. This is not a request for competitive quotes but responses received will be considered for future training opportunities.
