- The US Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC) is seeking experienced, responsible, interested sources capable of providing ISO 9000:2000 support. The types of support that will need to be provided are as follows: Task 1: Review of CEHNC corporate or directorate/office Quality Assurance and Quality Control processes, such as Quality Assurance Plans, CEHNC Program Planning and Business Process Manual, A-E Design Manual. The contractor may also be required to review other documents. Task 2: Assessment/Gap Analysis report. The contractor will be required to issue a report stating what gaps there are between the CEHNC Quality Manuals, procedures, Design Manual, and the ISO 9000:2000 standard. The contractor will be required to brief a summary of the report to the CEHNC Management and Quality teams. CEHNC elements will review the report and issue comments to the contractor. The contractor will be required to provide responses to the report that meet the approval of the Contracting Office r. Task 3: CEHNC Implementation Plans. The contractor will be required to develop an implementation plan, in concert with the CEHNC Quality Management elements, that details all steps needed to be taken to obtain registration. The plan will provide a detailed schedule and an estimated cost for each of the steps identified. CEHNC will review the report and issue comments to the contractor. The contractor will be required to provide responses to the comments that meet the approval of the Contracting Officer. The contractor will be required to brief the final document with CO approved responses to CEHNC Management and Quality Teams. Task 4: Mock Audit. The contractor will assist the CEHNC Quality Management team in performing a mock audit of the Quality Operating System (QOS) to determine whether the system is in compliance with the ISO 9000:2000 standard. The contractor will be requi red to develop an audit checklist based on the CEHNC QOS. The contractor will submit the checklist to CEHNC for review and approval. The contractor will be required to provide responses to any comments made by CEHNC on the checklist that meet the approval of the CO. The contractor will be required to develop a report detailing any deficiencies remaining in the QOS and to recommend how to remove those deficiencies. The contractor will be required to assist in out-briefing of the findings to the appropriate C EHNC personnel. CEHNC will review the report and issue comments to the contractor. The contractor will be required to provide responses to the comments that meet the approval of the Contracting Officer. The contractor may lead other CEHNC personnel in perf orming the audit, perform the audit alone, or support CEHNC as they perform the audit. Task 5: Assist during the registration agency??????s pre-audit, audit, and post audit visits. The contractor will support CEHNC during the registration process. The contractor will review all reports, comments, suggestions, corrective actions, etc., devel oped by the registrar and provide opinions on how to satisfy the registrar in order to obtain registration. The contractor will provide a report to CEHNC documenting his/her suggestions and comments on all items reviewed. CEHNC will review the report and i ssue comments to the contractor. The contractor will be required to provide responses to the comments that meet the approval of the Contracting Officer. Task 6. Development of Plans and Procedures for CEHNC. The contractor will be required to be an integral part of the development of Quality Assurance/Quality Control plans for CEHNC. The contractor should plan on the development Quality Control plans for v arious CEHNC directorates/offices and plan on providing oversight in the development of the CEHNC corporate Quality Assurance Manual. Task 7. CEHNC Gap Analysis. The contractor will be required to develop a Gap analysis for the CEHNC Quality Assurance Manual. The co ntractor will be required to issue a report showing what gaps exist and recommend how those gaps can be filled. Task 8. Assist in Selecting a Registrar. The contractor will be required to assist CEHNC in the registration process itself. The contractor will assist in developing the criteria for selection of a registrar, assist in pre-registration activities, support CEHNC during the registration process, and assist in the registration follow up audits. Task 9. Development of other CEHNC procedures. The contractor may be required to develop procedures in support of this activity. CEHNC will review all procedures and issue comments to the contractor. The contractor will be required to provide responses to the comments that meet the approval of the Contracting Officer. This request to interested parties is for gathering information only and is not a Request for Proposals. This notice is being issued to request letters of interest and to provide notification of the Government??????s intent to issue a formal solicitation. Should insufficient credible interest be identified for this action, it is highly likely that no formal solicitation will be issued. All interested parties should provide a statement of interest on company letterhead no later than 23 January 2004 to the POC identified below. The statement should not exceed 5 pages and should include, as a minimum, the following information: Whether your firm is a large or small business (size standard is NAICS 541614 and $6.0M; 2) Whether your firm is classified as an 8(a) firm; 3) Whether your firm is classified as a HUBZone firm; 4) Whether your firm has the capability of providing every ty pe of support/task listed; 5) Whether your firm has a GSA Schedule contract to provide this support and why you believe your schedule covers this support; 6) If so, please provide the schedule number; 7) A listing of firms that you have provided this suppo rt to and the outcome of your services.
