- Description
- NASA/DFRC has a requirement for one (1) each HPA Front Panel PCB Assembly, four(4)each Wattmeter Upgrade, and one (1)each HPA control software for Flight Termination System (FTS)components and modification services. The components and systems to be modified are integral elements of the DFRC FTS Transmitter which is used to insure public safety in the event of a loss of control Unmanned Aerial Vehicles (UAV's). The components to be procured are FTS spare equipment assemblies, Hardware modifications to the High Power Amplifier. In addition Software modifications will be done to the FTS Control Computer. These items are direct replacement parts for, or modifications to previously procured systems. This FTS equipment is used to send both command destruct and command control to UAV's. These systems are required to by physically and electrically compatible with the existing DFRC owned FTS systems. NASA/DFRC intends to purchase the items from System Planning Corporation of Arlington, Virginia. Systems Planning Corporation designed and engineered the original Flight Termination system and because of the proprietary nature of the system design,manufacturing drawings and technical data, is the only responsible source that could effectively and economically redesign the system. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 30, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
