Description
U.S. Army Space Command intends to issue a contract to Toyon Research Corporation, Goleta, CA through solicitation no. W91260-04-T-0002 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) ?Sole Source Acquisitions?. Toyon Research Corporatio n will be providing technical and analytical support, configuration management, certification, and feature upgrades to the Space & Missile Defense Battle Lab in support of the Army Transformation Concept Development Experimentation Plan (AT-CDEP) and the H igh Altitude Airship Advanced Concept Technology Demonstration (HAA-ACTD). The required technical and analytical support consists of 1) providing Simulation of the Location and Attack of Mobile Enemy Missiles (SLAMEM) technical and analytical support for t he planning, management, and execution of ATCDEP events identified by the SMDBL, 2) maintaining configuration management of SLAMEM and appropriate data in support of experimentation and analysis, 3) maintaining/refining the SLAMEM representation of the HAA , 4) Modify SLAMEM software as needed (to include expansion and/or integration of SLAMEM capabilities) to support the evolution of analytical and experiment needs, 5) provide SLAMEM software executables in support of the same, 6) and support SMDBL efforts to certify the SLAMEM simulation and applicable sensors with the Army Material Systems Analysis Activity (AMSAA). Period of performance for this effort will be from the date of award through 30 September 2004. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses a re those in effect through Federal Acquisition Circular (FAC) 2001-19 dated 7 Jan 2004. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. Toyon Research Corporation holds the license and modification rights to SLAMEM software and is the only known source for subject technical and analytical support. A justifi cation for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall i nclude a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FA R 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This is not a solicitation nor is it a formal request for proposal.
