- THIS SYNOPSIS IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY! THIS IS NOT A SOLICIATION! The 50th Contracting Squadron at Schriever AFB Colorado is issuing a Request for Information (RFI) to gather information from industry. The Security Forces at Schriever AFB will be operating a Secure Area Logistics Center (SALC) to screen all incoming packages, including but not limited to mail, parcels, pallets, large vehicles, and bulk deliveries, to Schriever AFB. In order to perform this function the Government is looking into equipment that can perform these functions. The equipment should be able to provide an operator with the ability to screen items from mail to tractor/trailer vehicles, screen items for biological and chemical contamination, screen items for explosives, deliver a three dimensional, three hundred and sixty degree (3D, 360 degree) view of the items with in a container. All items involved will require computerized tracking through the receiving, screening, processing and holding. The Government will provide a 70 foot by 80 foot (approximate interior dimension) building for the equipment to be used and the inspections at the SALC. The SALC will have a tractor-trailers lane on the exterior of the building which will allow for a mobile screening system. This system needs to be a BACK SKADDER system, and not the NUCLEAR type. In edition to the equipment the Government is investigating the feasibility of the contractor to provide up to eight (8) personnel to operate the equipment. These people will be responsible for conducting the screening process in addition to the following duties: Receive shipments from supply and logistic personnel, operate screening equipment Monday through Friday between eight to ten hours a day, provide customer service and administrative duties as required. A minimum of four of these individuals will need to be able to, or already possess a SCI clearance. The contractor will also need to be able to provide up to fifteen additional personnel who would need to meet pre-qualification criteria for the issue of restricted are badges in order to perform escort duties, as well as installation entry identification checks. Similar systems are currently used in the Colorado Rocky Mountain region and this office can provide information as to those systems and locations upon request. In addition to systems capabilities and equipment the Government requests that all responding contractors provide capability statements on their company as well as information of where the firm has performed or provided equipment along with points of contact. All interested parties shall submit their information no later that 26 January 2004. Due to limited system bandwidth the Government requests that all packages be mailed and not submitted via email.
