Description
This is a combined synopsis/quotation (RFQ) for commercial items prepared in accordance with the format in Subpart 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Department of Homeland Security, Bureau of Immigration and Customs Enforcement is requesting a quotation to provide hot meals for the Los Angeles Staging Area 300 North Los Angeles Street, Los Angeles, CA 90012 to commence performance February 1, 2004 for a period of two months. Contractors will prepare fresh packaged meals, three (3) times daily (breakfast, lunch and dinner, including beverages) on a rotational menu cycle seven (7) days a week for an average of three hundred (300) daily meals. See attachment for meal plan menu. Beverages will consists of 8 oz, 2% Milk and 8 oz, 100% Juice. Contractor shall provide Box meals on an as needed basis. Box meals will consist of two sandwiches, white meat, 100% whole wheat bread and 8oz, 100% juice. All meals shall be prepared off-site. No food preparation is allowed within the staging area. Contractor shall provide spork utensils. Forks, knifes, and spoons are not allowed in the staging area. Utensils shall be individually wrapped and sealed in a sanitary package. Food condiments shall be provided by the contractor to accompany each meal. Delivery hours of meals: Breakfast 7:30 am ? 8:30 am, Lunch 11:30 am ? 12:30 pm, Dinner 3:30 pm ? 4:30 pm. Contactor will make liaison Government point of contact to determine number of meals required per meal on a daily basis. All health and safety issues will comply with industry standards dealing with food preparations. Contractor shall have a Hazard Critical Control Point Certification and a Serving Safe Food Certification or equivalent certification from an accredited educational institution. Quotation is solicited FOB Destination for delivery to the Los Angeles Staging Area. The Offeror shall provide: (1) prices per each meal (i.e. Breakfast/Lunch/Dinner/Box) (2) Copies of current operating/health certificates (3) Location of kitchen. FAR 52.212-2 Evaluation-Commercial Items applies with evaluation factors of technical capability to meet the Government needs, and price. The Government reserves the right to award on all or none basis. The following FAR Clauses are incorporated by reference: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, which incorporate the following Clauses: 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity (E.O. 11246); 52.222-35 Affirmative Action for Disabled Veteran Era (38 U.S.C. 4212); 52.222-36 Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212; 52.225-13 Restriction on Certain Foreign Purchases (E.O. 12722, 12724, 13059, 13067, 13121 and 13129); and 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. Successful Offeror will complete the information in 52.212-3 Offeror Representations and Certifications-Commercial Items and submit with response to this RFQ. The Offeror may obtain the full text of the clauses electronically at web site http://www.arnet.gov/far. Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-19. The North American Industry Classification System Code (NAICS) is 722310. This requirement is a small business setaside procurement. Closing date or response date for this synopsis/quotation ACL-4-Q-0003 is January 21, 2004 at 4:00pm, Pacific Daylight Time.
