- 17. FSC Code 1904 - The Naval Sea Systems Command (NAVSEA) intends to award a sole source procurement to Northrop Grumman, Electronic Systems, Oceanic & Naval Systems, Annapolis, MD for specific long lead time material (LLTM) in support of development and fabrication of the Advanced Seal Delivery System (ASDS) Boat #2. Northrop Grumman, as the developer and manufacturer of ASDS Boat #1, is the only firm with the requisite knowledge and experience capable of producing ASDS Boat #2 within the required timeframe without excessive duplication of costs for design efforts previously incurred. The long lead time material to be procured under this procurement will include the ASDS pressure hull, the composite nose assembly, the composite tail assembly and associated material. A technical data package will not be ready for distribution with release of the solicitation. See Numbered Not e (22)*****
