- PROJECT SPECIFIC PRE-QUALIFICATION Pre-qualification No. PPD?VSRA-00207 Hydrologic Engineering Analysis Nevada Rail _ Caliente Corridor Yucca Mountain Project Due Date: January 26, 2004, 4:00 p.m. PST INTRODUCTION Bechtel SAIC Company, LLC (BSC) intends to issue a Request for Proposal (RFP) and to subsequently award one or more Hydrologic Engineering Analysis Subcontract(s) for the Nevada Rail Caliente Corridor. The RFP will be made available only to pre-qualified firms or teams. To potentially achieve pre-qualification and receive a RFP, respondents must submit 1) a completed Federal Acquisition Regulation (FAR) Standard Form 254, Architect-Engineer and Related Services Questionnaire, or equivalent, and 2) a completed FAR Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, or equivalent. Item 1) should be submitted with information for the lead firm (or for each lead firm if a joint venture) and for each consulting firm or independent associate on the team. Item 2) should be a single submittal on behalf of the entire team. Failure to complete and return either form may be reason for non-qualification of a team. SCOPE DESCRIPTION As part of the Yucca Mountain Repository development efforts, the U. S. Department of Energy (DOE) has announced the Caliente rail corridor as its preferred corridor in which to construct a rail line in Nevada, and Carlin as a secondary preference. If the Department adopts the mostly rail mode in Nevada, DOE will issue a Record of Decision selecting a rail corridor no sooner than 30 days after publication of the preference announcement in the Federal Register dated December 29, 2003. The primary Caliente Corridor originates at a junction with the Union Pacific mainline near Caliente, Nevada and extends 319 miles to the Yucca Mountain site, which is 90 miles to the northwest of Las Vegas, Nevada (see Figure 1). The corridor is nominally 1/4 mile (400-meters) wide and consists of a "primary" corridor along with "secondary" options. After completing an Environmental Impact Statement (EIS) on alternate rail alignments within the corridor, DOE will identify, in a Record of Decision, a rail alignment within the corridor. Work Elements Phase 1: Hydrologic Analyses to Support a) Preliminary Hydrologic and Drainage Evaluations for Conceptual Design, b) the draft Environmental Impact Statement, and c) Water Resource Development for Construction - Data review to understand the hydrologic setting of the Caliente Corridor and to identify potential hydrologic hazards. - Initial field reconnaissance to gather information to validate the assembled data and to identify additional data needs. - Development of a detailed watershed analysis plan for implementation in Phase 2 to provide the peak discharge values to be used in the consideration and in estimating the cost of drainage structures. - Preliminary hydrologic analyses to support the draft Environmental Impact Statement Support to the performance of analyses required by Section 404 of the Clean Air Act and Title 10 of the Code of Federal Regulations (CFR) Part 1022, Compliance with Floodplain-Wetlands Environmental Review (OPTIONAL). - Assessment of water resources to investigate alternative for acquiring water resources for the Caliente Corridor for use during construction. - Preparation of a water resources development plan for implementation in Phase 2. Phase 2: Hydrologic Analyses to Support a) Hydrologic and Drainage Evaluations for Preliminary Design, b) the final Environmental Impact Statement and c) Development of Water Resources - Implementation of the water analysis plan developed during Phase 1. - Implementation of the water resources development plan developed during Phase 1 to obtain water for railway construction. Phase 3: Hydrologic Analysis to Support Continuing Design and Construction - On-call hydrologic analysis support to investigate special problems that may arise during construction. PROJECT DURATIONS Phase 1 - 9 months ( Elements of this work will be required as early as two months after award of the Subcontract). Phase 2 - 15 months after award of the Subcontract. Phase 3 - On-going support services during constrution phase of the project. Subcontractor's Work Performance and Organization The SUBCONTRACTOR shall perform all work at his, and lower tier subcontractor's, own offices and at field locations. The SUBCONTRACTOR shall establish a project organization for performance of the work and shall actively manage, integrate and control all of the tasks required. The organization shall be led by a permanent senior technical manager who shall be the principal point of contact between CONTRACTOR and SUBCONTRACTOR and shall be responsible for all aspects of the SUBCONTRACTOR'S work. The senior technical manager shall coordinate, direct and manage all work performed by the SUBCONTRACTOR at SUBCONTRACTOR'S project office, third tier subcontract work wherever performed, and field location work of whatever type and wherever performed. It is anticipated that in the day-to-day conduct of the work, SUBCONTRACTOR'S personnel will be interacting and communicating with counterparts, project engineers, or managers within CONTRACTOR'S staff. PERIOD OF PERFORMANCE The estimated RFP issuance date is February, 2004. The anticipated date for award of the Subcontract is mid-April 2004, with a Notice to Proceed provided at that time. See Scope Description for duration of the project phases. SUBCONTRACT TYPE It is anticipated that a fixed unit rate subcontract will be used. The Order of Magnitude is estimated at $1.0 million for FY 2004. CONFLICT OF INTEREST The questions shown in Table 1 must be responded to as part of the pre-qualification submittal. The same individual signing the Standard Forms 254 / 255 must sign the questionnaire. PRE-QUALIFICATION PROCESS To qualify to receive a RFP, the respondent must provide a positive response to the questions contained in Table 1. If the respondent answers any question negatively, but attaches factual and verifiable information that respondent believes demonstrates avoidance of a conflict of interest, or potential conflict of interest, BSC will evaluate such attached information, may verify same, and will determine for itself whether a conflict of interest or potential conflict of interest exists or may exist. A panel of technical and procurement specialists within BSC will evaluate the completed Standard Forms 254 / 255, submitted by all respondents. The panel's judgement will be based solely on the completeness, relevance, quality, and applicability of the data submitted by the respondents. EXCLUDED PARTIES LISTING SYSTEM Confirm that your firm is not listed on the U.S. Government's Lists of Parties Excluded from Federal Procurement and Non-Procurement Programs. Confirm that you are not aware of any current action by the government, which would preclude your firm from participating (See Table 2). The completed Table 2 must be signed by the same individual signing the Standard Forms 254 / 255.
