- PROJECT SPECIFIC PRE-QUALIFICATION Pre-qualification No. PPD - SRA-00197 Geotechnical Engineering Analysis Nevada Rail - Caliente Corridor Yucca Mountain Project Due Date: January 26, 2004, 4:00 p.m. PST INTRODUCTION Bechtel SAIC Company, LLC (BSC) intends to issue a Request for Proposal (RFP) and to subsequently award one or more Geotechnical Engineering Analysis Subcontract(s) for the Nevada Rail Caliente Corridor. The RFP will be made available only to pre-qualified firms or teams. To potentially achieve pre-qualification and receive an RFP, respondents must submit 1) a completed Federal Acquisition Regulation (FAR) Standard Form 254, Architect-Engineer and Related Services Questionnaire, or equivalent, and 2) a completed FAR Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, or equivalent. Item 1) should be submitted with information for the lead firm (or for each lead firm if a joint venture) and for each consulting firm or independent associate on the team. Item 2) should be a single submittal on behalf of the entire team. Failure to complete either form may be reason for non-qualification of a team. SCOPE DESCRIPTION As part of the Yucca Mountain Repository development efforts, the U. S. Department of Energy (DOE) has announced the Caliente rail corridor as its preferred corridor in which to construct a rail line in Nevada, and Carlin as a secondary preference. If the Department adopts the mostly rail mode in Nevada, DOE will issue a Record of Decision selecting a rail corridor no sooner than 30 days after publication of the preference announcement in the Federal Register dated December 29, 2003. The primary Caliente Corridor originates at a junction with the Union Pacific mainline near Caliente, Nevada and extends 319 miles to the Yucca Mountain site, which is 90 miles to the northwest of Las Vegas, Nevada (see Figure 1). The corridor is nominally 1/4 mile (400-meters) wide and consists of a "primary" corridor along with "secondary" options. After completing an Environmental Impact Statement (EIS) on alternate rail alignments within the corridor, DOE will identify, in a Record of Decision, a rail alignment within the corridor. Work Elements Phase 1 - Preliminary Geotechnical Engineering to a) Support the Conceptual Design of the Railroad and the Environmental Impact Statement, b) Investigate Sources of Crushed Rock Ballast and Sub-ballast and c) Support a Mineral- and Energy-Resource Assessment Phase 2 - Geotechnical Engineering to Support Preliminary Engineering and Final Design Phase 3 - Geotechnical Engineering Analysis and Testing Support during Construction The Work in general shall include but not be limited to the following: Phase 1 Preliminary Geotechnical Engineering to a) Support the Conceptual Design of the Railroad and the Environmental Impact Statement, b) Investigate Sources of Crushed Rock Ballast and Sub-ballast and c) Support a Mineral- and Energy-Resource Assessment - Data review to allow for characterization of the variability, depth, aerial extent, and engineering properties of soils and overburden deposits within the corridor. - Initial field reconnaissance to gather additional limited information to validate the preliminary understanding and to identify data needs - Development of draft geotechnical engineering criteria and parameters - Development of a detailed Phase 2 services geotechnical engineering sampling and testing surface and subsurface exploration program Phase 1: Investigation of Sources of Crushed Rock Ballast and Sub-ballast - Search for potential quarry sites to supply crushed rock ballast material - Completion of a ballast sourcing cost analysis - Preliminary identification of sub-ballast material Phase 1a: Preliminary Investigations Supporting a Mineral- and Energy-Resource Assessment - Data review of existing information on the mineral- and energy-resource potential of the Caliente Corridor - Initial field reconnaissance - Development of Phase 2 work plan to the level of detail necessary to support the land withdrawal and land acquisition process under the Federal Land Policy and Management Act of 1976 (FLPMA; 43 USC 1701 et seq.) Phase 2: Geotechnical Engineering to Support Preliminary Engineering and Final Design - Execution of the geotechnical surface and subsurface exploration program developed during Phase 1 - Development of final engineering criteria and parameters - Detailed investigations for crushed rock ballast material (OPTIONAL) - Execution of the detailed investigations to support the assessment of mineral- and energy-resource potential developed in Phase 1 Phase 3: Geotechnical Engineering Analysis and Testing Support during Construction - On-call geotechnical analysis support to investigate special problems that may arise during construction phase of the project. PROJECT DURATIONS Phase 1 - 9 months (However, elements of this work will be required as early as two months after the award of the Subcontract). Phase 2 - 21 months after completion of Phase 1 Phase 3 - Construction phase of the project. Subcontractor's Work Performance and Organization The SUBCONTRACTOR shall perform all work at his (and his lower tier subcontractor's) own offices and at field locations. The SUBCONTRACTOR shall establish a project organization for performance of the work and shall actively manage, integrate and control all of the tasks required. The organization shall be led by a permanent senior technical manager who shall be the principal point of contact between CONTRACTOR and SUBCONTRACTOR and shall be responsible for all aspects of the SUBCONTRACTOR'S work. The senior technical manager shall coordinate, direct and manage all work performed by the SUBCONTRACTOR at SUBCONTRACTOR'S project office, third tier subcontract work wherever performed, and field location work of whatever type and wherever performed. It is anticipated that in the day-to-day conduct of the work, SUBCONTRACTOR'S personnel will be interacting and communicating with counterparts, project engineers, or managers within CONTRACTOR'S staff. Work Products (Deliverables) Phase 1 - Draft Geotechnical Engineering Criteria and Parameters Phase 1 - Phase 2 Services Work Plan including Surface and Subsurface Exploration Program Phase 1 - Preliminary Geotechnical Investigations Report Phase 1 - Ballast Sourcing Cost Analysis Phase 1 - Preliminary Ballast Report Phase 1 - Phase 2 Work Plan to Assess Mineral- and Energy-Resource Potential Phase 1 - Preliminary Mineral- and Energy-Resource Assessment Report Safety and Health Program Plan Quality Assurance/Quality Control Plan Figure 1 Caliente Rail Corridor - Nevada This figure can be found in the complete solicitation located at http://www.bscupdate.com/supplier_subcontractor/prequal.html LOCATION The work will largely be performed in SUBCONTRACTOR'S offices and at field locations in Nevada. PERIOD OF PERFORMANCE The estimated RFP issuance date is February 2004. The anticipated date for award of the Subcontract is mid-April 2004, with a Notice to Proceed provided at that time. See Scope Description for duration of the project phases. SUBCONTRACT TYPE It is anticipated that a fixed unit rate subcontract will be used. The Order of Magnitude of the Subcontract is estimated to be in the range $1.0 to 1.4 million for FY2004. CONFLICT OF INTEREST The questions shown in Table 1 must be responded to as part of the pre-qualification submittals. The same individual signing the Standard Forms 254 / 255 must sign the questionnaire. PRE-QUALIFICATION PROCESS To qualify to receive a RFP, the respondent must provide a positive response to the questions contained in Table 1. If the respondent answers any question negatively, but attaches factual and verifiable information that respondent believes demonstrates avoidance of a conflict of interest or potential conflict of interest, BSC will evaluate such attached information, may verify same, and will determine for itself whether a conflict of interest or potential conflict of interest exists or may exist. A panel of technical and procurement specialists within BSC will evaluate the completed Standard Forms 254 / 255, submitted by all respondents. The panel's judgement will be based solely on the completeness, relevance, quality, and applicability of the data submitted. Those deemed most qualified will be considered pre-qualified and eligible to receive a RFP. EXCLUDED PARTIES LISTING SYSTEM Confirm that your firm is not listed on the U.S. Government's Lists of Parties Excluded from Federal Procurement and Non-Procurement Programs. Confirm that you are not aware of any current action by the government, which would preclude your firm from participating in this project (See Table 2). The same individual signing the Standard Forms 254 / 255 must sign the completed Table 2. RESPONSE SUBMITTAL Four (4) hard copies of the respondent's submittals, along with an electronic submission via email, are required no later than 4:00 p.m. (PST) on January 26, 2004.
