- *** Should Offerors require additional clarification, contact FedBid.com at (877) 9FEDBID or clientservices@fedbid.com.*** This is a combined synopsis/solicitation for commercial SERVICES prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The reference number SLMAQM-04-A-0059 and is issued as a request for quotation (RFQ). SERVICES TO BE PERFORMED IN THE SAVANNAH, GA AREA. . We anticipate award for this Blanket Purchase Agreement to be made on or before JANUARY 30, 2004. All bidders MUST submit their commercial rate schedule through www.FedBid.com. STATEMENT OF WORK: A BLANKET PURCHASE AGREEMENT (BPA) IS A SIMPLIFIED PROCEDURE ESTABLISHING A VIRTUALLY PAPERLESS ORDERING PROCESS. ORAL AND WRITTEN ORDERS ARE PLACED WITH QUALIFIED SOURCES OF SUPPLY BY THE 2004 G8 SUMMIT PLANNING ORGANIZATION GROUP- SAVANNAH OPERATIONS (G8SPO) ACTIVITIES THAT HAVE REPETITITIVE REQUIREMENTS. VENDORS SHALL PROVIDE COMMERCIAL SERVICES AT THEIR BEST PREFFERED CUSTOMER RATES. THE G8SPO ADMINISTERS THE BPA PROGRAM FOR ALL OPERATION REQUIREMENTS OF THE 2004 G8 SUMMIT EVENT. CURRENTLY, THERE IS A REQUIREMENT TO PROVIDE TRANSPORTATION SERVICES CAPABLE OF ACCOMMODATING ADULT PASSENGERS COMFORTABLY FOR MULTIPLE EVENTS FOR THE TIME PERIOD THAT RUNS FROM JANUARY 15, 2004 TO JUNE 18, 2004. THESE TRANSPORTATION SERVICES CAN INCLUDE, BUT ARE NOT LIMITED TO : MOTOR COACHES ; SHUTTLE BUSES; AND SEDANS. SERVICE PROVIDERS SHOULD HAVE THE ABILITY TO PROVIDE TRANSPORTATION TO AND FROM ALL LOCATIONS LOCATED IN THE ZONE OF OPERATIONS. THE ZONE OF OPERATIONS ENCOMPASSES, BUT IS NOT LIMITED TO, THE FOLLOWING COASTAL GEORGIA LOCATIONS: SAVANNAH INTERNATIONAL AIRPORT / CITY OF SAVANNAH, GA / SAVANNAH INTERNATIONAL TRADE AND CONVENTION CENTER / CITY OF BRUNSWICK AND THE GOLDEN ISLES, GA . IN ORDER TO SET UP A BPA, A VENDOR MUST BE ABLE TO MEET THE FOLLOWING REQUIREMENTS: 1) PROVIDE EVIDENCE OF ADHERENCE TO ALL FEDERAL, STATE, AND LOCAL MOTOR VEHICLE SAFETY REGULATIONS, OR BE WILLING TO HAVE EQUIPMENT AND PERSONNEL UNDERGO A RIGOROUS INSPECTION PROCESS. 2) MANAGE A MOTOR FLEET WITH ENOUGH INVENTORY TO MEET TRANSPORTATION REQUIREMENTS AS SPECIFIED BY G8SPO. 3) PROVIDE SUFFICIENT RESERVES TO REDUCE DELAYS CAUSED BY VEHICLE MALFUNCTION TO NO MORE THAN 30 MINUTES. 4) BE RESPONSIVE TO LAST MINUTE REQUESTS FOR SERVICE AND/ OR EQUIPMENT. 5) PROVIDE CLEAN, FULLY OPERATIONAL MOTOR VEHICLES AT PLACES AND TIMES SPECIFIED. 6) PROVIDE PROFESSIONAL, COURTEOUS DRIVERS WHO ARE FAMILIAR WITH LOCAL ROADWAYS AND WHO CONSENT TO BACKGROUND SECURITY CHECKS. 7) HAVE BUSINESS OPERATIONS BASED LOCALLY IN THE COASTAL GEORGIA AGREA. PLEASE NOTE THAT USDOS REQUIRES YOUR FEDERAL TAXPAYER IDENTIFICATION NUMBER AS WELL AS A DUN AND BRADSTREET (DUNS) NUMBER. YOU MAY OBTAIN A DUNS NUMBER BY TELEPHONING DUN AND BRADSTREET IN PA (800)333-0505. CCR REGISTRATION IS ALSO REQUIRED. THE G8SPO, SAVANNAH OPERATIONS CENTER SELECTS A REASONABLE NUMBER OF VENDORS IN EACH COMMODITY FOR BPA'S. PREFERENCE IS GIVEN TO VENDORS WHO ARE SMALL BUSINESS CONCERNS THAT HAVE FLEET MANAGEMENT AND OPERATIONS EXPERIENCE, HAVE NO MINIMUM ORDERING QUANTITIES, AND ARE CAPABLE OF SERVICING MULTIPLE ORDERS EACH MONTH. IT IS THE RESPONSIBILITY OF G8SPO TO DETERMING THE NUMBER OF BPAS TO BE ISSUED. IT IS ANTICIPATED THAT 10 AWARDS WILL BE MADE AND THAT 6 AWARDS MAY BE MADE TO SMALL BUSINESSES. THE FACT THAT YOUR COMPANY IS NOT SELECTED FOR A BPA IN NO WAY INDICATES THAT G8SPO WILL NOT CONSIDER YOUR COMPANY AS A SOURCE FOR SOLICITATION OF QUOTES. PRICE, DELIVERY, AND RESPONSIVENESS ARE KEY FACTORS IN DETERMINING AWARD INAL SOLICITATIONS, REGARDLESS OF THE TYPE OF AWARD MADE, WHETHER ON A BPA CALL, PURCHASE CARD ORDER , OR PURCHASE ORDER. IN THOSE CASES WHERE A BPA VENDOR PROVES TO BE INADEQUATE OR NON-RESPONSIVE TO THE NEEDS OF THE GOVERNMENT, ADDITIONAL SOURCES WILL BE CONSIDERED. The Government intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider, FedBid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. All part numbers and functional specifications are provided on FedBid.com. Participants will submit a series of quotes, which descend in price during the specified period of time. All responsible sources MUST submit a quote/offer to the US State Department for SLMAQM-04-A-0059 using the online exchange located at www.FedBid.com. Offerors that are not currently registered to use FedBid.com Exchange should proceed to www.FedBid.com to complete their free registration. Offerors that require special considerations or assistance may contact the FedBid Helpdesk at 877-9FEDBID or via email at ClientServices@FedBid.com. The Government is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The reverse auction will start on Friday January 9, 2004 and end on Wednesday January 14, 2004 at 1500 ET. The selected contractor must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors- Commercial Items, applies to this acquisition. The selected offeror MUST submit a completed copy of FAR 52.212-3 Offeror Representations and Certifications Commercial Items. FAR 52.212-4 Contract Terms and Conditions Commercial Items, applies to this acquisition. The following provisions in the Federal Acquisition Regulation (FAR) apply to this acquisition to include any addenda to the provision. This solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in full text: FAR 52.212-4 Contract Terms and Conditions Commercial Items, The following FAR clauses in paragraph (b) of FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. In addition, the selected offeror must certify that they: (a) do not comply with the Arab league boycott of the State of Israel, by taking or knowingly agree to take any action with respect to the boycott of Israel by the Arab League countries, which Section 8(a) of the Export Administration Act of 1979 as amended (50 USC Ap 2407a) prohibits a U.S. person from taking, and (b) do not discriminate in the award of subcontracts on the basis of religion.
