Description
The Naval Undersea Warfare Center Division Keyport is soliciting for one (1) each fully integrated Ultra-Short Baseline (USBL) Tracking System. The USBL system will need to output all tracked objects positions, platform heading, and attitude data in an Industry Standard Serial Format, RS 232 or 422. Since the operations are typically on a vessel of opportunity, ease of installation and calibration of the system once installed on the vessel will be one of the determining factors in the selection process. The USBL system must be compatible with NUWC Keyport?s existing inventory of ORE model 4320B, 4330B, and 4350B medium frequency Multibeacons. The system must be capable of providing high accuracy attitude and positioning information data when installed on small survey vessels, large ships, or when installed on a buoy in high acoustic noise and/or Multipath conditions. The com plete system shall be made up of the following components: USBL Acoustic Tracking System, GPS Receiver, Heading Sensor, Attitude Sensor, and Inertial Navigation System (INS). The USBL system shall incorporate a 3D acoustic array capable of providing hemispherical tracking of underwater mobiles without receiving depth or pressure data from the mobiles. More than one Mobile Target shall be tracked with a single acoustic interrogation. The USBL system shall be capable of compensating for Sound Velocity (SV) and the Sound Velocity (SV) Profile. The operating range of the USBL system shall be 4,000 meters. The Subsea position refresh rate shall be 10 Hz regardless of Range. There shall be no Subsea position time delay. The Subsea position accuracy (CEP, Circular Error Probable) shall be 0.2% at 4,000 meters slant range or better. The Acoustic coverage shall be 200? below the ac oustic array. Heading, Pitch, and Roll Accuracies shall be +/- 0.01?. The surface position refresh rate shall be 100Hz. Surface position drift rate (in the event of a GPS drop out) shall be no greater than 1 meter per minute. The GPS Receiver shall be capable of receiving WAAS and ?RCTM SC104 R2.1? correction messages. Communication protocols shall be based on Industry Standards (NMEA) for Interfacing with Survey Systems and Dynamic Positioning Systems. In addition to having an integrated GPS, the system must also be compatible with any external GPS, DGPS, or RTK receiver. The system shall be capable of receiving and generating an external trigger for timing and or Responder Trigger/ Synchronization. Required delivery to be within 30 days after date of contact award. FOB Destination: Naval Undersea Warfare Center Division Keyport, Keyport, WA 98345. Inspection/Acceptance at Destination. Offerors responding to the solicitation will be required to provide a product demonstration of their proposed product, prior to award, at the US Navy Dabob Bay 3-D Tracking Range, located in western Washington state. Additional information will be provided in the solicitation document. It is anticipated that the solicitation will be issued by 09 Jan 04. The closing date of the solicitation will be 20 Jan 04, unless a later date is specified in the solicitation. This requirement will be procured under FAR Part 12 commercial acquisition procedures utilizing best value evaluation of offers. This procurement is 100% Small Business Set-Aside. The applicable NAICS Code for this requirement is 334511 and a size standard of 750. When issued, the RFP will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil and on the Keyport Acquisition ho mepage at http://kpt-eco.kpt.nuwc.navy.mil. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from this website and to frequently monitor the site for any amendments to the RFP. No telephone or fax requests for the RFP package will be accepted. An email request to powersm@kpt.nuwc.navy.mil will be accepted in the event an offeror experiences problems downloading the RFP from the NECO or Keyport websites. The offeror must have a current registration in the DoD Central Contractor Registration database (http://www.ccr.gov ). Any questions should be submitted in writing via the fax number provided above or e-mailed to powersm@kpt.nuwc.navy.mil. No bidders list will be maintained by this office. No paper copies of the RFP / amendments will be mailed. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render your offer nonresponsive and result in rejection of the same. After downloading the solicitation, firms interested in submitting quotes must: (1) complete the pricing, (2) complete all representations and certifications found in the solicitation, (3) provide manufacturer information of the proposed items, and (4) ensure current registration in the DoD Central Contractor Registration database. Note 1 applies.
