- This Sources Sought requests information required prior to release of any resultant solicitation. The information in this Sources Sought notification is based on the best and most current information available to date. This information is subject to change and is not binding on the Government. Updated information will be provided in subsequent synopsis, if required. The U.S. Army Corps of Engineers, Rock Island District, is seeking potential sources capable of providing all labor, supplies, and equipm ent for master planning and/or conceptual design of the following facilities near Lake Red Rock, Marion County, Iowa: 1.) A 30,000 sq. ft. environmental learning center, including but not limited to, interactive interpretive exhibits, a resource library, a gift shop, office and classroom spaces, preliminary utility runs, and sewage lagoon analysis and modifications; 2.) A five-mile expansion to an existing trail system, including a segmental block retaining wall and four highway underpasses; 3.) Interpret ive facilities outside the learning center, including trails, habitats, a small dam, and a bridge relocation; 4.) a performing arts amphitheater seating a minimum of 350 people; 5.) Multi-story 1200+ square foot rental cabins with geothermal heating and co oling system, meeting ADA standards and incorporating the rustic qualities of the surrounding area; 6.) One large (capacity up to 150 people) and one medium (capacity up to 75 people) picnic shelter, and several individual picnic sites (including concrete pads and cooking grills), 7.) Road improvements, including realignments, resurfacing and development of new parking areas, 8.) Existing boat ramp modifications, including grading and paving, and a new comfort station and picnic shelter; 9.)Cost estimating for all of the above. Firms should indicate knowledge of the geographic area and experience performing the services stated above. If you are interested and qualified to perform the services required, please submit a completed SF254 for review by no later than COB 23 January 2004 2:00PM CST to Michael T. Hoh at Contracting Division, Clock Tower Building, P.O. Box 2004, Rock Island, IL 61204-2004. Responses without a completed SF254 will not be recognized as valid. No telephonic responses will be considered. NO SOLICITATION EXISTS AT THIS TIME. This is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This synopsis neither constitutes a Request for Proposal or Invitation for B id, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose. The Government does not intend to rank submittals or provide any reply to interested firms. Submittals will be used for market survey information only.
