- Description
- In response to a Foreign Military Sales (FMS) Letter of Request (LOR), Reference Number: P2/6/77, Subject: Letter of Request for AN/TYQ-23 Upgrade to V(4), Dated: 15/05/2002, Marine Corps Systems Command (MCSC) intends to negotiate and award a sole-source order under Contract Number M67854-02-D-2000 to Northrop Grumman Electronic Systems (NGES), Woodland Hills, California for non-personal services to conduct a site survey for the purpose of participating in a technical interchange meeting between the Government of Bahrain and the proposal managers and engineers. The intent of the site survey is to review the LOR, discuss the system design options, review system interface requirements, assess available interface design documents, define delivery constraints, understand training requirements, define technical support services, and installation requirements that will be needed for the follow-on formal proposal to upgrade the systems from the (V)2 configuration to the (V)4 configuration. The AN/TYQ-23(V)4 is a transportable, modularized, automated command and control system that provides automatic acquisition, identification, and tracking of all aircraft, and directs air defense for its area of responsibility. NGES (formally Litton) is the original equipment manufacturer of the AN/TYQ-23 and the only known source with the expertise required to fullfil this requirement. No RFP is available for competitive bidding; however, interested parties are encouraged to submit a statement of capability for satisfying the requirement. No telephonic requests will be accepted. All communications shall be in writing to the Contracting Officer. Proprietary information shall be clearly identified as such and will be protected.
