NUMBERED NOTE #22: THE PROPOSED CONTRACT ACTION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; HOWEVER, ALL PROPOSALS RECEIVED WITHIN SEVEN DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE WITH THIS PROPOSED CONTRACT BASED ON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number is N65538-04-Q-0030, and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-17. This solicitation is a 100% small business set-aside, the associated NAICS code is 541614. Line item 0001 is as follows: the contractor shall - In support of the Predictive Maintenance Program, provide technical, engineering, and logistics (including thermographic analysis) support for the Inspection of Electrical Equipment located at the National Institutes of Health, in the William Stokes Laboratory, Building 50, Bethesda, MD 20892. Tasks for this program include: 1. a) Review Bldg 50 Electrical Prints & Bid Specifications for comparison of existing conditions and accuracy of installation. b) Open and inspect a representative sample of electrical panels throughout Bldg 50. c) Perform a Thermographic survey on Switchgear, Distribution Panels, Branch Circuit Panels, Branch Circuits and Motor Controllers for anomalies that may exist. d) Perform a load study on all circuits found with anomalies. e) Record information in spreadsheet form and enter into Webview 2000 for storage. f) Write exceptions for anomalies found and enter them into Webview 2000 for distribution. 2. Write formal report as to findings for action. WebView 2000 is a proprietary Commercial-Off-The-Shelf (COTS) internet- based integrated equipment management system, which automates Web based equipment data warehousing and analysis capabilities, routine Preventive Maintenance (PM) activities, including alerts and auto alarming, using portable hand-held devices to collect, store, alarm and analyze PM data, performance data, predictive data, and any other valuable information periodically collected. After collecting this data in the field, it will be uploaded to a central database for processing, analysis, and data warehousing. Personnel must then be able to use a standard internet browser to gain access to equipment status, condition monitoring data, trends, auto alarms, exceptions, and reports, for evaluating equipment condition and managing maintenance. The period of performance for this effort will be from the date of award through 31 March 2004. Deliverables ? Condition reports in Webvi ew 2000. The provision FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offeror will include a completed copy of the provision FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, with its offer. Clauses FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.232-33, Payment by Electronic Funds Transfer, Central Contractor Registration, DFARS 252.204-7004, Required Central Contractor Registration apply to this solicitation. Offers are due on 12 JAN 2004, to the Naval Sea Logistics Center, 5450 Carlisle Pike, Mechanicsburg, PA 17055, by 4:00pm, Eastern Standard Time.
