- NASA/GSFC has a requirement for a TCON Thruster computer software program, including: (1) Source code written in Microsoft Visual Basic 6.0. The Source code is to be delivered on a CD. (2) A license to modify and distribute the program freely. Other requirements: (1) 1 day of instruction on the use of the program and the logic of the source code, to be provided within 60 days of the software purchase, at NASA/GSFC's convenience. (2) 8 hours of telephone support, within 90 days of the software purchase, at NASA/GSFC's convenience. (3) The software must be Y2K compliant. NASA/GSFC intends to purchase the items from Frederick A. Costello, Inc. The TCON software is proprietary software developed and sold exclusively by Frederick Costello as a user friendly package, capable of importing CAD models of spacecraft structures to allow for quick analysis of thruster plume interactions with the structure. Frederick Costello's software package is the only package currently available for importing the CAD models of spacecraft structures. Frederick Costello's software package is the only package that has been verified to be accurate on several NASA/Goddard Space Flight Center missions, which include TRMM, MAP, Triana, and EOS. Other plume analysis approaches use more costly CFP software packages, which require extensive training and modeling experience to implement and to allow for easy import of actual spacecraft CAD models. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Authority is 10 U.S.C.2304(c)(1), Only One Responsible Source Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 8, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
