Description
NASA/Marshall Space Flight Center (MSFC) has a requirement for the lease of an aircraft hangar (capable of safely and securely housing a Gulfstream II) with accompanying storage and office space within a 25 mile radius of the MSFC in Huntsville, Alabama. The lessor should also be capable of moving a Gulfstream II into and out of the hangar facility, fueling the aircraft, and providing a passenger waiting area suitable for executive business travel of approximately 15 individuals on a per trip basis. NASA/MSFC intends to purchase the leased hangar space and associated services from Signature Flight Support operating at the Huntsville International Airport in Huntsville, Alabama. The authority for this sole-source award is FAR 6.302-1 which implements 10 U.S.C. 2304 (c)(1) for acquisition of supplies or services from only one source and no other supplies or services will satisfy agency requirements. Competition is impractical because there is currently no known building of sufficient size within a 25 mile radius of MSFC aside from that owned and operated by Signature Flight Support that can house the NASA/MSFC Gulfstream II. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 9, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit capabilities/qualifications as identified above. An Ombudsman has been appointed.
