Description

The Government intends to negotiation with the National Academy of Public Administration (NAPA) for an 18 month contract for expert assistance to the National Institutes of Health (NIH) in the development of an implementation plan for NIH structural improvement, as recommended by the NIH Administrative Restructuring Advisory Committee and the NIH Steering Committee. The project includes expert assistance in the assessment of current administrative practices at NIH and assistance in convening outside expertise to consider relevant external benchmarks and performing gap analysis that wil result in implementable structural improvements. The NAPA demonstrates a unique capability to provide the particular services needed by this Agency. Authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1, as set forth in 41 U.S.C. 253(c)(1) ? Only one responsible source and no other supplies or services will satisfy agency requirements. See Numbered Note 22.
