Description
The U.S. Marine Corps is issuing this Pre-Solicitation Notice for a Mobility Denial System (MDS) that will assist Marine units, and possibly law enforcement elements, in controlling mobs during unruly protests and violent confrontations. The systems will dispense a Government-developed and furnished aqueous solution that makes surfaces so slippery that belligerents will be reluctant to enter the treated area or find it extremely difficult to function within that area. Two dispensing systems are being sought: a ?vehicle-transportable? system, that can be operated from the back of a High-Mobility, Multi-purpose, Wheeled Vehicle (Hum-Vee), and a ?man-portable? system that can be carried and employed by a single individual. The Army and the Marine Corps are planning to procure approximately 100 vehicle-transportable and approximately 700 man-portable systems. On 13 January 2004, the Marine Corps Systems Command, Quantico, VA, will host a Pre-Solicitation Conference to entertain questions, encourage industry participation and solicit input on the Government?s draft System Specifications. The conference will be held at BAE Systems, 25 Center Street, Stafford, VA 22554. An MDS website has been established at http://www.marcorsyscom.usmc.mil/sites/ctq.opport.asp. The agenda, pre-registration form, map to the conference site, and drafts of the two Systems Performance Specifications can all be found at the above website. All parties interested in attending are encouraged to pre-register. Interested parties should routinely check the web site mentioned herein for updates. This announcement is for planning purposes only and shall not be construed as a Request for Proposal or an obligation on the part of the Government to acquire MDS systems. The Government does not intend to award a contract on the basis of this announcement, or otherwise pay for information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of this announcement . NO SOLICITATION DOCUMENT EXISTS AT THIS TIME.
