- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. FA4861-04-Q-B009 is being issued as a request for quote (RFQ) and is being issued as unrestricted and available to both large and small businesses. The Standard Industrial Code (SIC) is 2759 and NAICS Code is 323119. The small business size standard is 500 employees or less. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Award will be made to the lowest offeror. This is a non-appropriated fund purchase and it does not obligate appropriated funds of the United States Government. Non-appropriated funds are generated by the military community through the sale of goods, services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars. The requirement is for the 99th Services Marketing Dept, Nellis AFB, NV. The services called out for are as follows: Statement of Work-For printing of the Nellis Air Force Base ? 99th Services Monthly Navigator Magazine?1. Scope of work: This scope of work provides that the publisher produces commercial quality products. The Navigator Magazine will provide Nellis AFB with vital monthly information about the recreational and services facilities on base along with a facility map, directory, hours of operations and related information. This publication shall be a minimum of 16 page self cover, to a maximum of 20 page self cover full color magazine that shall be mailed to club members, personnel living on base and Subscribers. 2. Publishers requirements: The publisher shall provide 99th Services Marketing with professional quality commercial offset printing of the Navigator Magazine along with complete fulfillment of publication to include prepress film processing or direct to plate from supplied high resolution digital file, a high quality proofing sheets such as Matchprints or comparable high quality proofing sheets, press check, printing, bindery, mail labeling, tabbing, sorting, boxing and delivery within 7-10 calendar days from receipt of digital files. 3. Prepress: The publisher shall be able to process supplied files from the 99th Services Marketing Squadron. The files shall be in either a high resolution PDF format or in a collected Quark 5.0 format with attached support files in IBM/PC format.4. Publisher shall not manipulate files in any way or matter with out consent from the Marketing Department. 5. Prepress proofing sheets shall be of high quality industry standards. Color laser printer copies shall not be acceptable. 6. Press Check: 99th Services Marketing Department opts to have the right to do a press check for each project submitted. Press check must be within a 25 mile distance from Nellis AFB, Las Vegas NV.7. Printing: Printing shall be performed on a professional quality 4 color process commercial press. 8. Paper: Topkote dull or gloss coated book 100# or comparable house stock. 9. Size: Magazine: 17?x 11? with bleeds. 10. Folded: Magazine final size: 8.5?x 11?. 11. Bindery: Collate, Saddle Stitch and Trim. 12. Ink: 4/4 4 color process. Cyan, Magenta, Yellow and Black. 13. Quantity: Minimum amount 8,000. Maximum amount 10,000. 14. Overages: Publisher shall not charge for any overages and shall not exceed 3% under. 15.Mailing Services: Publisher shall provide complete fulfillment of mailing services that includes data processing of supplied addresses from 99th Services Marketing Dept., printing of labels, application of labels, tabbing of magazines, sorting and delivery to US Post Office. 16. Indicia: 99th Services Squadron will supply their own indicia and will be responsible for postal rate charges. 17. Quantities: Minimum amount of pieces to be mailed will be approximately 5,000 with a maximum of 10,000. 18. Shipping: Publisher shall box and deliver remaining quantities not mailed to the 99th Services Marketing Department, 4349 Duffer Drive, Ste 1301, Nellis AFB, NV 89191. 19. 99th Services Responsibility: We are responsible for the design, layout and advertisements that will be created for this magazine. We will provide publisher files in digital format in completed form needing no typesetting or design services by the publisher. Files will be provided on either a CD-Rom or by FTP is vendor has site available. 20. Time Frame: 99th Services Dept will be responsible for getting files to Publisher by mid month each month to assure production, mailing and delivery will be completed before the end of each month. FAR 52-212-1, Instructions to Offerors-Commercial is incorporated by reference and applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representation and Certifications ? Commercial Items, with its offer. The FAR Clause 52.212-4 Contract Terms and Conditions ? Commercial Items applies to this acquisition and will be incorporated into any resulting contract. The clauses at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items apply to this acquisition, specifically the following cited clauses and provisions are applicable: 52.222-21, Prohibition of Segregated Facilities; 52.222-22 Previous Contracts and Compliance Reports; 52.222-25 Affirmative Action Compliance; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam era, and Other Eligible Veterans; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; 52.222-41, Service Contract Act of 1965, as Amended, and 52.223-11, Ozone Depleting Substances. The following DFAR clauses and provisions apply to this solicitation and are incorporated by reference: 252.212-7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items; 252.225.7001 Buy American Act and Balance of Payments Program; 252.225.7002 Qualifying Country Sources as Subcontractors; and 252.204-7004, Required Central Contractor Registration.
