This Federal Business Opportunities, (FedBizOpps) announcement constitutes a Notice of Contract Action (NOCA) for proposed contract award to the contractor team consisting of Science Applications International Corp. (SAIC) in King of Prussia PA, and subcontractors Physical Sciences Inc. (PSI) in Andover, MA, Sutton & Co. in Rockport, ME, and Xontech Systems Engineering of Northrop Grumman Mission Systems, Missile Defense Division in Los Angeles, CA. ESC/PKR intends to award a contract with a period of performance of four (4) years, to provide for reentry plasma physics software development, upgrade, maintenance and support. The Contractor team shall evaluate, modify, and improve all aspects of the Air Force Reentry Aerothermal Chemistry (REACH) code, including chemistry and fluid dynamics. The Contractor team shall incorporate REACH modifications into the existing structure of the HYpersonic GPS sIMulation (HYGPSIM) Graphical User Interface (GUI), and evaluate and modify the communication/navigation predication software modules within HYGPSIM. The Contractor team shall develop a Wake Module consisting of a near and far wake optical and radar signature prediction capability, including GUI. The Wake Module shall calculate the on-body plasma using the AF REACH code and the GUI shall couple together REACH and the Wake codes. The Contractor shall develop and execute model validation testing. The Contractor shall provide software, final reports, user's guides and validation test results as deliverables. All software shall be delivered to the Government with unlimited rights for the use of all core components, both executables and source code at the end of the effort. <br><br> The government intends to solicit and negotiate with only one source under authority of FAR 6-302-1 entitled "Only one source and no other supplies or services will satisfy agency requirements." Authorization to do this is contained under 10 U.S.C. 2304(c)(1). The Contractor team, led by SAIC, has more than 128 years of combined experience and expertise in the area of plasma formation on reentry vehicles and its effect on communication/navigation instrument performance and radar and optical signature formation. The Contractor team has the only extensive knowledge of the specific computer codes used by the Government, which is necessary to upgrade, modify, maintain, and execute the codes. REACH was written by SAIC. Xontech Systems Engineering wrote HYGPSIM. Sutton & Co. and PSI maintain the Wake codes that are coupled to REACH to model reentry signatures. Sutton & Co developed the reentry chemical kinetics contained within REACH. All of these codes were upgraded most recently in 2003. <br><br> This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. <br><br> See Note 22 & 26.
