- The contractor shall provide the necessary personnel, materials and services required in the implementation of two Volunteer and Data Monitoring Programs for the Gulf of the Farrallones National Marine Sanctuary (GFNMS). GFNMS has developed a volunteer-based, shoreline survey program call Beach Watch. Beach Watch is a long term, shoreline monitoring program from Bodega Head in Sonoma County to Ano Nuevo in San Mateo County. Beach volunteers learn about and contribute to the betterment of the marine environment. The GFNMS is contracting for the administration of the Beach Watch program. The Volunteer Coordinator and Data Manager Responsibilities include: volunteer recruitment, training, supervision and recognition; production and distribution of volunteer program materials such as brochures, biannual newsletter, and web site; management of volunteer paperwork and distribution of permits; management of data and samples collected; development, implementation, maintenance of on-line data entry program; and analysis of volunteer and survey data; development and maintenance of a scientific data analysis work station at the GFNMS offices for visiting scientists. Data management shall include upgrading the current database to Access or Excel software. The period of performance will be for a base year and two One-year option periods. This procurement is for Full and Open competition. CENTRAL CONTRACTOR REGISTRATION (CCR)- In accordance with Section I, FAR clause 52.204-7, Central Contractor Registration, all vendors wishing to do business with any Federal Government Agency must be registered in CCR after October 1, 2003. The CCR system is intended to be a highly secure, single repository of current and accurate vendor data. Vendor registration is required in the CCR to be eligible for award of any contract. Annual renewal is required to remain active. There is no cost to register in CCR. CCR registration data will be used to streamline contract payments and to assist Federal Agencies in complying with the mandate that all Federal payments are to be made by EFT (Debt Collection Improvement Act of 1996). Registration can be completed via the World Wide Web at http://www.ccr.gov. There is a CCR Handbook available to provide detailed information on data you will need prior to beginning the on-line registration, as well as steps to walk you through the registration process. You must have a DUNS number in order to begin your registration. If you do not already have a DUNS number, you may obtain one by calling Dun & Bradstreet, Inc., at 1-866-705-5711 or 610-882-7000. There is no cost to obtain a DUNS number. A copy of the solicitation, will be available on or about February 10, 2004, through the Government website at http://www.fedbizopps.gov. No paper copies will be available. To obtain a copy of the solicitation, you may register on the FedBizOpps, utilizing their "register to receive notification" feature. Upon release of the solicitation for download, the FBO will email registered vendors notification. All responsible, responsive sources may submit an offer which will be considered by the agency.
