Description
NA Rental of a self-elevating barge, crane, and push boat or a self-propelled barge, with provision for government drill rig. The work under this contract consists of furnishing one self-elevating barge fully equipped with fuel, operator, crew and provision for collecting and lawful disposal of wastes including waste oils, drilling fluids, sewage, etc., accumulated during this work. The barge must be capable of operating and elevating in 5 ft. seas and water depths of 10 to 65 ft. The Contractor must provi de restroom facilities and potable drinking water for consumption for its crew and the Government crew of approximately 6 people. The Contractor shall also be responsible for disposal of all wastes, including but not limited to a small quantity (0 to 150 gallons) of waste drilling fluid generated by the Government drill crew. The waste drill fluid is generally composed of clay and water. The barge must be capable of floating the Government furnished drill rig and miscellaneous sampling equipment. The dri ll rig is approximately 8 feet wide and 23 feet long and weighs approximately 29,000 pounds. The government shall inspect the drilling well or alternative provision for drilling for its suitability and appropriateness prior to final acceptance. The barge must be equipped with a crane with a minimum hoisting capacity of 7 to 11 tons for operation of the Government provided vibracore sampling equipment. The Contractor shall furnish and maintain radios for communication with Corps of Engineers, other vessel s and the United States Coast Guard. These radios must be certified as being operable on the specified frequencies and powers by a licensed radio technician. A copy of the certification must be furnished to the Contracting Officer prior to final acceptan ce of the barge. The following shall be required: A Marine VHF Radio, FCC type accepted with the following channels: Channel l6 (l56.8 MHZ), Channel l3 (l56.65 MHZ), Channel l2 (l56.6 MHZ), Channel l4 (l56.7 MHZ) and Channels 26 and 28 for public corres pondence. A separate receiver must be provided on Channel l6 (l56.8 MHZ). Use Raytheon 7l9 B or equal. The fathometer must be calibrated. Navigation and positioning equipment shall be provided by the Contractor that is adequate for positioning the dril l rig within ten feet of Government-furnished target locations of borings and for measuring the locations of as-drilled borings accurate to within one foot after the barge is secured in place for drilling operations. Location of work would be Gulfport, MS and Pensacola, FL. The solicitation will not be provided in a printed paper format, however, the Government reserves the right to revert to paper medium when it is determined to be in the best interest. Therefore, Offerors, are required to self-register their firm or office on the Internet and download the solicitation/specifications at the following Internet Site: http://www.sam.usace.army.mil/sam/ct. NO TELEPHONE, FAXED OR MAILED REQUEST WILL BE ACCEPTED. Those registering are responsible for the acc uracy of the information on the mailing list. Registration must include the firm's physical address, telephone, a valid fax number and a point of contact. All notifications of changes to this solicitation shall be made through the Internet. Therefore, O fferors who have registered are required to review the Internet daily for any posted changes to the solicitation. The Request for Quotation will be available for download on or about 02 January 2004 with a closing date of 16 January 2004. All responsible sources may submit an offer which will be considered.
