Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (M/CON), is issuing a draft Statement of Work (SOW) for a Digital Video Newsroom Management System that will enable the management, processing, and broadcast of high quality TV video content produced by IBB. The purpose of publicizing this anticipated future requirement, as part of ongoing market research, is to solicit review and comment from industry on the draft SOW. No proposals are being requested or accepted under this synopsis or the draft SOW document. Feedback addressing the clarity, feasibility, scope, and potential alternative means of meeting the requirement is sought. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 334310 (Audio and Video Equipment Manufacturing) and the small business size standard is 750 employees. The IBB will consider all comments, supportive or critical, but may or may not use these individual comments when revising the draft SOW. In addition to comments on the attached draft SOW, those interested are requested to provide a budgetary estimate for the System as specified herein. Interested Sources are also encouraged to submit product literature in response to this Notice. Any submission of such product literature or "catalog cut sheets" will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal RFP. The IBB will not pay for information or comments provided and will not recognize any costs associated with submission of comments. The IBB as noted above is assessing the existence of sources and is requesting written comments from industry on the draft SOW attached hereto. Written comments shall be submitted no later than 2:00 pm Eastern Standard Time (EST), January 16, 2004. Sources interested in providing comments shall respond in writing to Mr. Gary Hosford, Contracting Officer, Broadcasting Board of Governors, Office of Contracts, Switzer Building, Room 2519, 330 "C" Street, SW, Washington, DC 20237. Submittals may be made via Facsimile to (202) 260-0855 or courier; however, telephone or e-mail responses are not acceptable. Please reference Market Survey 0002 on all correspondence. This Notice is not a RFP, IFB, or RFQ. See Numbered Note 26.
