- NA 1.0 SUBJECT: This Sources Sought Notice is for a Government Data Mining/Decision Support Utility designed to search structured and unstructured data from Training and Doctrine Command (TRADOC) internal and external data sources. Responses to this notice a re due by 01 February 2004. 2.0 DESCRIPTION: The United States Army TRADOC Chief Information Officer (CIO), at the request of the newly designated TRADOC Futures Center (FC), is seeking information from industry that will assist in the development and dep loyment of a special data searching tool. Specifically, this notice seeks the following: technical feasibility alternatives assessments; approximate cost information (i.e., order of magnitude, ballpark estimates, etc.) for alternatives; information about existing technologies that could support the TRADOC FC, minimizing the need for special production and associated costs and time delays; schedule estimates; ideas and suggestions that provide alternative approaches to designing, developing, acquiring, oper ating, and managing a data mining/decision support system. 3.0 REQUIREMENTS: This section details the high-level functional requirements for a data mining/decision support tool. The technology will allow an integrated solution of current technologies to support a data mining capability. The data mining/decision support tool will be used to search disparate remote data stores that contain study information that returns metadata and presents a visual representation of the documents and the correlation betw een documents to distributed users. Search Capability - System shall: have a self-learning capability to adapt the search effort in an autonomous fashion; enable users to easily and intuitively discover and capture the meaning, relationships, and context of enterprise information; extract meaning and insight from content; have an automated archive capability from external data found and the ability to query archived material; have an automated Data Visualization Capability on video screen to accurately por tray the scope/scale of data discovered based on category; have a capability to automatically convert all potential files into html format; allow connectors to disparate data stores to include but not limited to file shares, databases, and web sites; displ ay unique study results (no duplicates); allow user to refine search to narrow the scope; permit user to select data stores to search; return search relevancy; return search abstract; allow user to select whether or not to display abstract; return study mo dification date; allow user to search from the Internet; permit user to see relevancy between documents; allow the user to print search results; permit user to export search results into an .xls, .csv, .xml, html format; allow the user to email his/her sea rch results; highlight the key words based upon the search (this puts the search results in context); allow user to save search results; be able to search disparate content sources to discover direct or indirect references to any entity within the domain k nowledge base (ontology), and make associations between related entities across multiple content sources outside the domain; be able to organize and navigate search results or change report requirements without need of technical support. Administrative - System will: allow the application administrator to configure data stores; verify data stores are accessible; notify application administrator if a data store cannot be accessed; permit application administrator to track system usage; allow user to manage access. Technical - System: shall be web enabled; should not require client side software installation; must be centrally managed; facilitate interoperability among disparate content and data sources with diverse meanings and structures; search agent will not degrade performance of remote data stores. 4.0 EXPECTATIONS: Respond to how your technology can satisfy the requirements. Identify and provide primary Po int of Contact (POC) information to Contracting Office; submit responses via e-mail in Microsoft Office or .PDF format by 01 February 2004 to POC.
