Description
Provide professional engineering services for Project 637-04-106, Replace Boiler Controls and Safety Devices in Building 47, main patient care building, at this VA Medical Center, Asheville, North Carolina. Services required are for site investigation, design development, preliminary drawings, construction drawings, specifications, cost estimates, and construction period services to complete the above mentioned project. The design involves the study and design for producing construction documents in order to upgrade and/or replace controls and safety devices on the three boilers at this VA Medical Center. Design firm shall be experts in the knowledge and design of low/medium/high boiler systems, piping, controls, and safety devices. The services will include preliminary study to include such things as analyzing the existing equipment and system, if the existing devices get replaced or remain, and what would make the boiler plant a safer system. Upon discussion and approval of the study, preliminary design will be required to include a narrative of the proposed construction design and preliminary cost estimate. After review, design will proceed to design development and construction document phases in order to produce drawings and specifications for contractors to bid on and provide the work. Services will also include construction period services such as reviewing contractor?s submittals, site visits for technical inspection during construction, final inspection, and providing as-builts. All documents will be in MS Word and AutoCAD 2000 (minimum). Estimate time for completion of design contract: May 2004. Estimated construction cost is between $250,000 and $500,000 for this procurement. Please submit two (2) copies of Standard Forms (SF) 254 and (SF) 255 with appropriate documentation by close of business January 15, 2004. SF 254 and SF 255 are available for printing and/or downloading at this website: http://www.fedbizopps.gov. Selection criteria will be based on: (1) Past performance on similar projects, maintaining project schedules and project budgets; (2) Overall engineering design experience and capability; (3) Qualifications of staff to be assigned, with special emphasis on field personnel to be utilized; (4) Knowledge in design and construction requirements: and (5) Cost control effectiveness. This is not a Request For Proposal (RFP). The NAIC # 541330 applies and award of this project is subject to the availability of funds. Area of consideration for submission of 254 and 255 documents is restricted to a geographic limit of a 180 mile radius of Asheville, N.C.
