Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotation/bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request of Quotation (RFQ) 0141329, the provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2001-18. This solicitation is under the Simplified Acquisition Procedures (SAP). The NAICS Code is 235110 and the Business Size Standard is $12.0. This will be a Firm-Fixed Price contract. The government intends to solicit and negotiate on a Sole Source basis with Applied Biosystems, N. American Sales & Service, 850 Lincoln Centre Drive, Suite 410, Foster City, CA 94404. Term of Contract will be for one base year, with four (4) one year options to extend services. Repair/Maintenance agreement to be performed by certified/qualified Applied Biosystems Engineers. Specifically, the contractor shall (1) provide all necessary documentation, repair parts, spare parts, accessories, maintenance supplies, all special tools, test and support equipment, travel and transportation, personnel skill requirements, and other related services required in performance of maintenance task to keep the equipment in good operating condition; (2) Supply replacement parts as required on an exchange good as new or new part basis in order to maintain the equipment must be a Applied Biosystems manufacture part; (3) The Contractor shall provide 24 hours response to service request; (4) The Contractor shall provide maintenance service during normal working hours (from 8:00 a.m. and 5:00 p.m. local prevailing time, Monday through Friday); (5) Technical telephone support shall be available within one hour of the FBI placing a service request; (6) The Contractor shall provide updated software for newly purchased equipment and continue to provide maintenance as the equipment is updated. Repair/Maintenance of the following equipment: (2) each Model 310 Genetic Analyzer; (17) each Model 3100 Genetic Analyzer; (2) each Model 7000 Sequence Detection System; (2) each Model 7900ht Sequence Detection System; (1) each Model 377 DNA Squencer The equipment is located at FBI Headquarters, Washington, DC and FBI Academy, Quantico, VA. This notice of intent is not a request for competitive quotations. However, interested parties may submit a quotation in which they identify their interest and capability. All quotations received will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. All responsible sources may submit a quote which shall be considered by the agency. The following FAR clauses are incorporated by reference and apply to this acquisition: FAR 52.212.1 Instruction to Offerors-Commercial Items; FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212.1 Commercial Items, FAR 217-8 Option to Extend Services; FAR 52.232-18 Availability of Funds; Each offeror shall include a completed copy of the FAR provisions at 52.212.-3 Offeror Representation and Certifications with its offer. All proposals shall be submitted to the address listed on line number seven no later than 1:30 P.M. EST, 2/2/04. All quotations shall be clearly marked with RFQ 0141329. All offerors are hereby notified that if your proposal is not received by the date/time and at the location specified in this notice announcement, that it will be considered late/nonresponsive. The award will be made to the responsive, responsible offeror submitting the lowest price technically acceptable offer and meeting all terms and conditions set forth in this announcement. Award to be made within one (1) week after closing. Background investigation, the scope of which will be at the discretion of the FBI, will be conducted on all contractor personnel.
