- Description
- This project will consist of base year and four option years, indefinite quantity indefinite delivery contracts. Bidders are to submit their Standard Forms 254 and 255 or Standard Form 330, parts I and II covering the selection criteria to this office by February 1, 2004, 4:30 pm MST. STATEMENT OF WORK: To provide Geographic Information System (GIS) data and other related services for the USDA-Forest Service to meet critical ecosystem management needs nationwide. These technical services include: 1) data conversion, processing, and integration in accordance with the Forest Service's GIS Data Dictionary and other standards; 2) linking of the GIS spatial data with Oracle databases; 3) generation of related metadata to Federal Geographic Data Committee standards; 4) miscellaneous technical support, including training, analysis, map development, etc; and 5) GIS application and associated programming in the desktop, server, and internet environments. With the exception of item (5) above, it is expected that the work can be accomplished at the contractor?s facility; nevertheless, there will be an occasional need for services to be performed at a Forest Service office. Digital data and hardcopy source materials provided to the contractor may vary in format, scale and other characteristics, and completed projects must be returned to the Forest Service in suitable ArcGIS formats. It is our intention that there will be multiple awards, corresponding to either geographic divisions of Forest Service offices or type of work being done, or both. It is expected that collectively, the contract have the potential to reach multi-million dollar levels over the multi-year course of the contract. Please address the following evaluation criteria in preparing your forms 254 and 255 or SF 330 parts I and II: 1) professional qualifications and availability of the Program Coordinator and other personnel necessary for satisfactory performance of the required services; 2) capacity to deploy qualified personnel for regular permanent onsite application development activities in Salt Lake City, Utah as related to point (5), above; 3) specialized experience and technical competence in all aspects of GIS as mentioned above, especially using Environmental Systems Research Institute (ESRI) products; 4) capacity of resources to accomplish the work; 5) demonstrated performance on relevant contracts, both past and present, with Government agencies and private industry in terms of cost controls, quality of work, and compliance with performance schedules.
