- Description
- DESC: The Defense Energy Support Center (DESC), in conjunction with the United States Air Force plans to offer the privatization of the existing natural gas distribution system located at Charleston Air Force Base, South Carolina. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, the firm will be selected to assume ownership of the above-mentioned utility system. The successful firm will be required to provide expansions to the system to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate, the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for each Government or tenant connection with the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of a Right-of Way (ROW) as an attachment to the RFP. The utility system will be conveyed via a Bill of Sale upon award of the contract. Past performance information from potential Offerors shall be submitted as directed in the RFP. The Utility System being privatized is described as follows: Installation: Charleston Air Force Base, South Carolina. System Description: The natural gas distribution system. Charleston Air Force Base lies within the City of Charleston in Charleston County, approximately 10 miles northwest of the City of Charleston. The installation encompasses approximately 3,733 acres and includes 893 buildings. The Natural Gas System was installed over a forty-year period (1955-1995). The system consists of approximately 30.7 miles of steel and plastic (PPE) mains ranging from 1? ? 6?, the system does not have cathodic protection. Natural gas is supplied to the base at 150 psi and distributed at 25 psi via a 6? main. The annual consumption for the base and housing is 75,502 mmbtu and the annual consumption for the steam plant is 124,000 mmbtu. Point of contact for this action is Bobby Jones at 703-767-2397.
