Description
NUWCDIVNPT plans to procure full life cycle support services for various Torpedo Systems under the cognizance of Technical Code 81. Task areas include, but are not limited to,: configuration management (staffing the Master CM documentation library located at NUWC, Middletown RI; performing Configuration Audits; maintaining CM documentation); production engineering support (generating drawings; reviewing ECPs, SCNs); reliability/quality assurance (preparing hardware inspection plans; managing QA programs; investigating deficiencies); acquisition logistics analysis/planning (maintain data bases, etc.). A five year indefinite delivery/indefinite quantity type contract with cost plus fixed fee provisions is anticipated. The contract ceiling will be 399,839 labor hours. The procurement will be performance-based, with a fee rate reduction incentive plan to evaluate contractor performance. Types of labor categories include: Program Manager; Systems Engineer; Design Engineer; Drafter; Illustrators; Configuration Management Specialists; Logisticians; Computer Programmer; Engineer. Contractor must have Facility Clearance/Safeguarding capability to Top Secret. Organizational Conflict of Interest (access to other firms? proprietary information) applies. A single award is anticipated- on a Best Value basis. Evaluation Criteria includes: Past Performance; Personnel; and, Technical Approach. This procurement is a follow-on to contract N66604-99-D-0252, competitively awarded to McLaughlin Research Corp. of Middletown RI (corporate headquarters in New London, CT). Note #1 applies. Anticipated award date is mid-June 2004. Estimated RFP release date is: 06 JAN 2004. NAICS: 541330. Our department no longer issues solicitations or amendments in paper form.
