- NA The Government intends to issue a Other Than Full and Open Competition (Only One Responsible Source), Cost Plus Fixed Fee contract to Survice Engineering Company, a small business located at 4695 Millennium Drive, Belcamp, MD 21017, for Technical Support S ervices. The contract will be for a base year and four one-year options. The performance for the Base Year will be 1 August 2004 to 31 July 2005 with corresponding years thereafter for the option years. The contractor must be able to provide as a minimu m technical support to the U.S. Army Evaluation Center (AEC) in the areas listed below to Air and Missile Defense Systems, Close Combat Systems, Fire Support Systems, Combat Support Systems, C4I Systems, Aviation Systems, Advanced Concept Technology Demons trations (ACTD) and Advanced Technology Demonstrations (ATD) and related Soldier Systems. The technical support will include, but is not limited to, the evaluation of lethality, vulnerability, survivability, performance, and effectiveness issues; developm ent of test strategies; development of system lethality, vulnerability, survivability, performance and effectiveness strategies; preparing the lethality, vulnerability, survivability, performance, and effectiveness test design and evaluation portion of Sys tem Evaluation Plans (SEP), Event Design Plans (EDP), System Evaluation Reports (SER), and System Assessments (SA) reports; support of test conduct; analysis of individual test events; documentation of test program results; analysis inputs for verification , validation, and accreditation (VV&A) of applicable analytical tools, techniques, and methods; development and maintenance of a weapon system program database; as well as publication and information support to AEC. The prospective offeror must be able to perform services in all of the areas identified. AEC is located at Aberdeen Proving Ground, Maryland. The North American Industrial Classification System (NAICS) code is 541330; with a size standard of $23.0 million. This notice of intent is not a req uest for competitive proposals. However, small businesses who believe they can meet the requirements may submit a written capability in accordance with Note 22. All responses received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Responses to this notice are limited to small business. If no responses are received, the Government will commence with the acquisition process with Survice Engineering Company. Responses are due not later than 26 January 2004 4:00 p.m. (CST). All respondents must be registered in the Central Contractor Registr ation (CCR), and have a valid DUNS number, Cage Code, and Tax Identification Number.
