- Amendment 01 - Dated 12/10/2003: The following additional information is hereby incorporated into this requirement: The NPANXX's for the eight (8) locations that are currently being serviced by MCI and AT&T are as follows: Location 1, 412-386 (MCI Local Service); Location 2, 412-441 (MCI Local Service); Location 3, 412-395 (AT&T Local Service); Location 4, 412-395 (AT&T Local Service); Location 5, 412-395 (AT&T Local Service); Location 6, 412-395 (AT&T Local Service); Location 7, 412-644 (AT&T Local Service); Location 8, 412-395 (AT&T Local Service). ********************************************************************* This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP), GST0304R0003. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17. This is a full and open procurement under NAICS 517110, ?Wired Telecommunications Carriers?. The Small Business Size Standard is 1,500 employees. There are 8 contract line item numbers (CLINs). CLIN details and service addresses are provided on Attachment 1. Nineteen (19) existing ISDN-PRI services are to be transitioned from an existing contract to this contract and 5,320 existing DID numbers are to be ported. Local Number Portability (LNP) via Remote Call Forwarding will not meet this requirement. The incumbent local exchange carriers are MCI with 4 ISDN-PRIs and 1,960 DID numbers and AT&T with 15 ISDN-PRIs and 3,360 DID numbers. All ISDN-PRI services and T-1 tie trunks terminate in government owned PBXs. CLIN items and surcharges are to be priced at nonrecurring and/or monthly recurring charges where applicable. Offerors are required to propose local usage charges at a per minute price or at a per call price. Offerors may propose local usage charges for both a per minute and a per call price for government consideration. Offerors are to submit their proposed prices using the government provided EXCEL spreadsheets (see Attachments 2-A and 2-B). The base period of this contract will be twenty-four months from the award date. GSA has the option to extend this contract, at the offeror?s proposed prices, for up to three 12-month option periods. GSA will notify the contractor of its intent to exercise an option 30 days prior to expiration of the contract. Eight Locations of ISDN-PRI local exchange services are to be provided to 8 PBX rooms at 5 separate addresses (see Attachment 1). Offeror's equipment, features, maintenance, and coverage shall be at least equal to that provided to the offeror's commercial customers
