- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document, incorporates provisions and clauses in effect through Federal Acquisition Circular 01-17. The solicitation number for this request for quote (RFQ) is FSIS-03-B-04. The NAICS code is 423440 and the small business size standard is 500 employees. This solicitation for the United States Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS) is for a digital food thermometer in the likeness of the Thermy? character graphic (www.fsis.usda.gov/thermy) for testing the internal temperature of cooked foods. The following is a list of the minimum features that the thermometer must include: Quick Response time (10-15 seconds or better, this will be determined by the time it takes water at room temperature to reach the boiling point), self-calibrating (a calibration button for use to adjust for accuracy at 32 degrees Fahrenheit), Auto Off (to conserve battery life), Fahrenheit/Celsius Switch (to offer Fahrenheit and Celsius degree readings interchangeably), Hold Button (to hold temperature data when button is pressed), Hygienic Stainless Steel Probe (is FDA approved for food contact), High Accuracy (accurate within +/-1 degree Celsius, dually scaled in Celsius and Fahrenheit, within the area of intended use, per the FDS Food Code 2001, or better), and Magnet (placed along the back of the sheath for hanging purposes). The thermometer shall be displayed on a Blister Card printed with the USDA/FSIS safe food temperatures. The Blister card shall also reference the USDA/FSIS Website, the USDA Meat and Poultry Hotline Information, the Thermy? message: "It?s Safe to Bite When the Temperature is Right!", and the USDA disclaimer: "USDA does not endorse any products, services, or organizations". This information will be provided upon award. The USDA guidelines for Use of Thermy? Art and Educational Materials can be found at www.fsis.usda.gov/OA/thermy/guidelines.htm. Any packaging information, including the manufacturer?s information, will need to by approved by USDA/FSIS. The Thermy? graphic will be used as a model for the thermometer. Delivery shall be FOB Destination to: USDA/FSIS Attn: Jason Waggoner 5601 Sunnyside Ave, 2L272, Beltsville, MD 20705-5268 within 120 after award. A partial shipment is acceptable, as long as, the entire quantity of order is delivered within 120 days. Pricing information shall be submitted for 10,000 Thermy? thermometers. The USDA/FSIS shall issue a firm-fixed priced award to the best offeror for $24,500 worth of Thermometers once the evaluation is complete. An optional quantity of up to 10,000 thermometers could be procured based on this solicitation. Along with pricing information, a sample working thermometer that meets the given minimum features shall be submitted. The sample will be tested against the minimum features to ensure that it meets the requirements, the sample will also be evaluated for ease of use. A graphic shall be provided of the proposed Thermy? thermometer. The graphic will be evaluated based on the interpretation of the Thermy? graphic and its incorporation into a functioning Thermy? food thermometer. Offerors must submit: pricing for individual thermometers, a sample working thermometer, a graphic of the proposed Thermy? thermometer, Tax Identification Information (TAX ID #), DUNS Number, and a completed copy of FAR 52.213-3, Offeror Representation and Certification-Commercial Items (Jun 2003). All responsible sources may submit a quotation which if received timely, shall be considered by the agency. The due date for submission of offers shall be no later than 1500 EST December 26, 2003. The following clauses and provisions apply to this solicitation and are incorporated by reference: FAR 52.212-1, Instructions to Offerors-Commercial Items (Oct 2003). FAR 52.212-2, Evaluation-Commercial Items (Jan 1999) (a) Award will be made based on a tradeoff among the following factors: Price, sample meeting the minimum features, and creativeness of the graphic. Offerors are instructed to include a completed copy of FAR provision 52.212-3, Offeror Representation and Certification - Commercial Items (Jun 2003) with their offer.
