- The U.S. Coast Guard Maintenance and Logistics Command and the United States Coast Guard Academy, Leadership Development Center (LDC), in New London, Connecticut require services to provide all labor, supervision, transportation, training aids and training materials, except for materials and facilities furnished by the government, for an innovative Instructor Qualification Course (IQC) in leadership and related Leadership Course Training Materials for IQC-trained instructors to use in subsequent LDC courses for a base period beginning 1 May 2004 through 30 April 2005 with four one-year options pursuant to FAR 52.217-9. During the first year of this contract, the course will be taught at the Leadership Development Center (LDC). In subsequent years, additional locations may be utilized. The audience for the IQC will be Coast Guard officers, enlisted, Auxiliary, and civilian personnel currently assigned to the LDC, New London CT. Instructors certified through attendance at the IQC will subsequently teach LDC leadership courses and use the training materials purchased under the resultant contract. The contracted instructors should have as a minimum, an earned master?s degree, however, an earned doctorate is preferred, and a minimum of three years experience in a leadership position. Resumes and video presentations of instructors will be required for submission. Innovation and creativity are important attributes. Price, Technical, and Past Performance will be considered in the award of this contract. The intended type of contract will be an Indefinite Delivery/Indefinite Quantity Type Contract with commercial provisions in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13.5 Test Program for Certain Commercial Items. This is a 100% set-aside small business acquisition. The North American Industry Classification System (NAICS) is 611430 and Small Business Size Standard is 6.0 million. INTEREST PARTIES ARE NOTIFIED THAT THIS SOLICITATION WILL BE AVAILABLE EXCLUSIVELY THROUGH THE INTERNET ON OR ABOUT 19 DECEMBER 2003 and is anticipated to close on 28 January 2004. The Request for Quote (RFQ), attachments and all amendments will be published for viewing and printing at http://www.fedbizopps.gov.
