Description
PUBLIC ANNOUNCEMENT FOR: Precision Approach Path Indicator Equipment (PAPI) In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4. the FAA has determined it to be in its best interest to single source a contract to New Bedford Panoramex has a single source requirement to obtain approximately 50 Precision Approach Path Indicator Equipment (PAPI), plus spares and ancillary equipment, to meet short term Fiscal Year 2003 requirements. FAA has an existing contract with New Bedford Panoramex (NBP) for this equipment. Under this contract we have already completed first article testing, and completed the learning curve associated with establishing and maintaining satisfactory production and quality control processes. FAA requires systems that have either been specifically developed under Specification FAA-E-2756A or have been evaluated and tested to verify compliance with this specification. NBP is the only vendor with a current production line for such systems. To purchase from another vendor would add unacceptable expense and delay to FAA???s ability to obtain the required equipment. Based on the above, New Bedford Panoramex is the only source with the unique ability to satisfy the FAA???s requirement in a timely and effective manner. No competitive solicitation is available for this procurement. If you do not agree with this single source determination, please provide evidence of your capability and experience in providing the supplies described above. The FAA will evaluate that information. All responses to this announcement must be in writing, and must be received at the following address, by 3:00 p.m. local time on December 16, 2003.
