- NA The US Army plans to competitively award a five-year contract (base year and four options years) for nine (9) OH58 helicopter pilots and or civilian equivalent Bell 206 pilots. This is a firm fixed price contract and will be set aside 100 percent for smal l business. Size standard is $5.0 and NAICS code is 481219. Award should be made mid February. The solicitation can be viewed at www.fedbizopps.gov on or about the end of December 2003. The contractorâs aircrews shall comply with all applicable F AA and local military regulations. All technical manuals, regulations and publications are available for review on the Internet using web site http://afpubs.hq.af.mil for Air Force and http://afpubs.hq.mil/dodlinks.asp for DOD publications. The contracto r shall provide pilots to fly Army OH-58 helicopters in company with US Army helicopters on training exercises. Contractor's aircrew shall also position/deposition the OH-58s for maintenance and flies the OH-58 on other routine missions as scheduled by th e government. These routine missions will not include movement of Government personnel strictly for transportation from one location to another. All flights will be within a 400-mile radius of Bicycle Lake AAF. The flights will include pinnacle landing and approaches as well as low level, nap-of-the earth and terrain following flights at varying elevations and at density altitudes over 5,000 feet above sea level. Flights will be through areas of rugged peaks, deep canyons, cliffs, rock outcropping and s teep slopes. Landing may be in confined area surrounded by trees, brush, rocks, snow or ice. Flights will be under VFR conditions at any time of the day or night. Aircrews shall use night vision goggles (NVGs) when directed by the Government, usually du ring flight operations from 30 minutes after sunset until 30 minutes before sunrise.
