Description
NASA/LaRC plans to issue a Invitation for Bids (IFB) for repairs to air conditioning systems at various facilities (Building 1230). The work to be performed includes, but is not limited to the following: Remove and dispose of the following: Acoustic tile ceiling and suspension system, plaster ceilings and suspension systems, vinyl base cove and floor tiles, glued down carpeting, doors and hardware, and gypsum wallboard partitions throughout the building as indicated on the drawings and in the specifications. Remove and dispose of asbestos containing materials. Provide and install the following new components: New acoustic ceiling tiles and suspension systems, new gyspum wallboard partitions, doors and hardware, and flooring throughout the building as indicated on the drawings and in the specifications. Remove and dispose of the following: Central air handler in basement, two refrigerant chillers with two separate compressors, steam and refrigerant piping, ductwork, air inlets and outlets, and induction units throughout the building as indicated on the drawings and in the specifications. Provide and install the following new components: Central outdoor air heat wheel recovery air handler, hot water pumps, variable speed chilled water pumps, constant speed chilled water and condenser water pumps, all hydronic appurtenances, steam heat exchanger, steam and condensate piping, chilled water and hot water piping, two water cooled chillers, air inlets and outlets, fan coil units, fin tube radiation, blower coil air handling units, rooftop exhaust fan, wall louvers, and DDC control system including associated valves, dampers, and operators, as indicated on the drawings and in the specifications. Provide system air and water balance as specified. Provide and install a complete fire suppression system, as indicated on the drawings and in the specifications. Provide electrical modifications as indicated on the drawings and specifications. The order of magnitude for the procurement is $1,000,000 and $5,000,000 and the effort shall be completed within 365 calendar days after notice to proceed. The NAICS Code and small business size standard for this procurement are 238220 and $12.0M, respectively. The anticipated release date of the 1-LBL-36319 is on or about December 22, 2003 with an anticipated offer closing date of on or about January 27, 2004. The firm date for receipt of bids or proposals will be stated in the 1-LBL-36319. Drawings will be available from the Bid Distribution Office (757) 864-2547. All responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit will be scheduled at the time and place set forth in Enclosure 5 of the solicitation. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
