- Description
- The United States Marine Corps (USMC) is seeking information from any commercial sources capable of providing, in whole a Commercial Off the Shelf/ Non-Developmental Item (COTS/NDI) Rough Terrain Crane (RTC) to replace its current inventory of 25-TON cranes over a four-year period commencing FY05. The required product characteristics include: Transportable by C-130, C-141, C-5 and C-17; transportable by standard rail, marine and highway modes of transportation. Diesel-fuel capacity to include JP-5 and JP-8; automatic, all wheel drive, two and four wheel steering; operable in environmental extremes; overland speed of at least 15 mph and objective of 20 mph; curb weight not to exceed 62,000 pounds; able to lift and swing 360 degrees a minimum of 30,000 pounds; be equipped with a Load Moment Indicator (LMI); have an overall height, measured to the highest point, not to exceed 138 inches (11.5 feet); have an overall width not to exceed 120 inches (10 feet); 24 volt negative ground system; ease of use and reliability of the engine; be equipped with an M-16 rifle mounting rack inside the cab; tie-down brackets; be equipped with blackout lights; demonstrated performance test results and analytical data supporting the off-road and highway operating capability of the product including but not limited to reliability, availability, maintainability and durability of the product. Established worldwide customer service capabilities including Pacific Rim locations such as Australia, Korea, and Japan and a standard commercial warranty with options for an extension to 60 months. This RFI is for planning purposes only and shall not be construed as a Request for Proposal or an obligation on the part of the Government to acquire follow-on acquisition. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government recognizes that proprietary data may be part of this effort; if so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Firms possessing the capabilities to accomplish this requirement are invited to submit a statement of qualification, enclose product literature, past performance information, current GSA or other schedule information (if applicable) and price schedules/catalogues. Responses to this RFI should be received no later than 27 February 2004. Submissions are for market research and all materials will be retained in confidence. Product information shall be submitted to Commanding General, Marine Corps Systems Command, Code CTQ5GTC (ATTN: Capt G.T. Carroll), 2200 Lester St., Quantico, VA. 22134-5010.
