- Description
- The National Science Foundation (NSF) is soliciting proposals for Arctic Research Support and Logistics services for NSF?s Arctic Program of the Office of Polar Programs. The contractor will work with NSF, principal investigators (researchers), other state and federal agencies, international organizations, and organizations that own/manage logistics resources and facilities in the Arctic, to develop operational plans and provide support services to research projects. These services are required throughout the Arctic, including Alaska, Canada and Greenland, Russia and the Arctic Ocean. Logistics support services will include: assistance in planning Arctic science projects; movement of people and supplies to, from, and within the Arctic; installation and operation of field camps; provision of satellite and radio communication links; design, fabrication, and installation of facilities at permanent and temporary research locations in the Arctic; acquisition, operation, maintenance and storage of NSF equipment for the use of investigators in the Arctic; and provision of Arctic field safety training opportunities for the research community. The contractor will track logistics data on all NSF-funded Arctic research projects, provide operational plans and cost estimates for those they are tasked to support, conduct research support activities for projects selected by NSF, attend appropriate scientific workshops and conferences, maintain an informative web page on current capabilities and activities, and document improvements to services in the context of the Government Performance and Results Act. This acquisition is unrestricted. NSF anticipates publishing the RFP between December 22, 2003 and January 5, 2004 on FedBizOpps, with proposals due approximately 45 days later. Contract award is expected by July 2004, with an effective date of December 1, 2004. A cost plus fixed fee contract with a core period of three years is contemplated, with four award term incentives of 12 months each. The total performance period, including all award term incentives, is 84 months. A separate award will be made to the selected contractor for a four-month phase in period. An Ombudsman has been appointed to help resolve any offeror?s non-routine matters or concerns that may not have been sufficiently addressed by the Contracting Officer.
