- NASA/ARC has a requirement for a one-year SimVision License agreement and on-going project support. The NASA Ames Aviation Systems Technology Office is in the third year of a five-year project, Virtual Airspace Modeling and Simulation (VAMS), involving three NASA research centers and the FAA to study the feasibility of creating a new Air Transportation System that increases US airport capacity without decreasing safety. NASA/ARC intends to purchase the items from eProject Management LLC, of Austin, TX under the authority of FAR 13.106-1 (b)(1), based on the continuing use of the SimVision software license. During the past year, the VAMS project has developed extensive project and risk management plans utilizing the SimVision software tool and eProject Management support, and there will be a continuing need for this product for another year. The SimVision software tool requires licenses and training to properly and efficiently utilize its capabilities. The time required to integrate a new software tool into the existing system would not be cost efficient to the Government. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on December 18, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
