Loop 410, Suite 1400 San Antonio, TX 78216 Phone:: 210-341-8370 Cell: 210-347-1596 FAX: 210-341-8304 peter.peppin@gsa.gov 3.0 INTRODUCTION, OVERVIEW, OR BACKGROUND Technical Training Management System (TTMS) Headquarters Air Education & Training Command Directorate of Plans & Programs, Requirements, Information Technology (XPRI) Providing Software Tools For Managing Air Force Technical Training Students The TTMS utilizes commercial off-the-shelf hardware and software to systematically modernize specific training functions and locations. It provides a suite of automated tools to manage schoolhouse activities, reporting tools to aid decision makers, and new business practices to maximize efficiency and minimize duplication. This system supports the following functions: Student Management Provides training organizations with software tools for training management, student management, scheduling, tracking, and historical reports targeted for all technical training courses within the command. Also employs related resource scheduling, tracking, and utilization information. Standardizes student/course management data collection, reporting, and systematically modernized specific training functions. This phase also provided operational benefits for future implementation phases. Currently used by over 5,000 faculty members. Supports approximately 1,800 courses. Manages over 30,000 new students each year. Manages Advanced Skill Level Training. Tracks over 100,000 students annually. Integrates an automated Instructional System Design (ISD) process with a central database at six training locations. The course data automatically populates the Student Management data necessary for the student management process. Customer requests required the development of several course control document templates necessary for course developers. Reduced course development from 8 ? 10 months to 10 ? 12 weeks! Query Capability Established the need to provide query capability to Training Leadership at all levels. Provides the Training Leadership with the necessary access to TTMS production data through a series of pre-defined cubes. Evaluation This phase will modernize and automate the course evaluation process. The initial deployment is defined as fielding non-TTMS integrated software at the six training locations for Graduate Assessment Surveys (GAS), End-of-Course Critiques and Course Evaluation/Validation. The final phase will integrate the field evaluation questionnaires and Testing. Resource Management This phase will allow users to manage all facets of resource management to include shared utilization of major equipment items, determine equipment utilization rates, and facility utilization. Employee Management This phase will provide management insight to instructor qualifications, define instructor-training requirements, and document instructor-training accomplishments. No development work will be needed. This SOW is for the purchase of an evaluation/software package only. There is the possibility of a vendor run-off or demonstration of the software capabilities. This means the SOW should include the possibility of one trip to Randolph AFB. 3.2 Period of Performance. Period of Performance for this work will be 1 January 2004 through 1 April 2004, with other additions as necessary.. This project may be incrementally funded, which may result in extensions to the end date of this project. 3.3 Privacy Act. Work on this project may require that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. 3.4 Packaging/Packing/Shipping Instructions. All applicable materials will be shipped to: TTMS Integration office C/O Mike Esposito 510 H Street Keesler AFB MS 39534 4.0 OBJECTIVE The objective is to procure a suitable software package for the TTMS Evaluations and Testing Phase. 5.0 SCOPE This section defines how the contracting effort fits within the existing or intended customer environment both technically and organizationally. Examples of items to include here are a detailed description of the software development requirement(s), the number and location of users, the target processing environment including operating systems, system and data architecture(s), communications topology, and any other pertinent information. 6.0 PERFORMANCE REQUIREMENTS The questions submitted below are designed to determine the software vendor?s capability to meet the requirements associated with the implementation of the Evaluation Phase for TTMS. Applicable software vendors should respond to each question to achieve a proper analysis of their software?s capabilities. You should circle yes or no for each of the listed questions. You are encouraged to make comments wherever more detail is required for proper analysis. The responses to the questions will be reviewed in an effort to determine if the vendor?s software will meet the functionality required for the Evaluation Phase of TTMS.
