Description
The Department of the Treasury (Treasury) will issue a Request for Proposal (RFP) on or about December 16, 2003 to solicit industry proposals for the management and payment of insurer claims for reimbursement as part of its implementation of Title I of the Terrorism Risk Insurance Act of 2002 (the Act). Section 104 (a) of the Act provides that, ?[T]he Secretary may employ persons or contract for services as may be necessary to implement the Program.? The Act establishes a temporary Terrorism Risk Insurance Program (Program) under which the Federal Government will share the risk of insured loss from certified acts of terrorism with commercial property and casualty insurers until the Program sunsets on December 31, 2005. However, Section 108(b) of the Act provides the authority to pay or adjust compensation for insured losses after termination of the Act. Treasury rulemaking has been modeled on customary business practices and procedures of the reinsurance industry. As stated in the rulemaking to implement the Act, Treasury seeks to establish operational procedures that emulate, as appropriate, the best practices of a re-insurer. This contract is to support these activities. Interested parties may request the RFP from the Contracting Officer, John A. Palmieri, through email requests at john.palmieri@do.treas.gov. A pre-proposal conference will be conducted on or about January 8, 2004. The time and place for the conference will be announced in the RFP. Questions and/or clarification requests related to the RFP must be submitted to the Contracting Officer by email at john.palmieri@do.treas.gov by December 30, 2003, and will be addressed at the pre-proposal conference. Treasury will use the questions and clarification requests to determine if changes to the RFP will be necessary. Proposals will be required on or about February 6, 2004.
