- Description
- FISC San Diego has a requirement for contractor performance work of interior Submarine Deck Covering services on board Naval Submarines on the Island of Oahu Hawaii. The estimated Period of performance is estimated to be 01 March 2004 through 29 February 2005, and will include four option years. Interested parties may obtain a copy of solicitation N00244-04-R-0016 via Navy Commerce Online, Business Opportunities, at www.neco.navy.mil. It is anticipated that the solicitation will be issued on or around 19 December 2003. No hard copies will be issued. The solicitation will provide the details of the scope of work.. The NAICS is 336611 and the FSC is 7220. As a minimum the following documents will be referenced in the solicitation: (1) NAVSEA Standard Item, (2) Naval Ship?s Technical Manual S9086-VD-STM-010 Chapter 631 VI, 1 Nov 92. (Preservation of Ships in Service-General) , (3) Naval Ship?s Technical Manual S9086-VD-STM-020 Chapter 631 VI, 1 Nov 92. (Preservation of Ships in Service Surface Preparation & Painting), (4) Naval Ship?s Technical Manual S9086-VD-STM-030 Chapter 631 V3, 1 Nov 92. (Preservation of Ships in Service Surface Ship/Submarine Application) and (5) 29 C.F.R. Section 1910.1000 Occupational Safety and Health Standards (Air Contaminants), including other OSHA standards such as those for Shipyard Industry (29 C.F.R. Section 1915 issued by the Secretary pursuant to section 41 of the Longshoremen?s and Harbor Worker?s Compensation Act as amended (33 U.S.C. Section 941), and occupational safety and health standards issued by the Secretary pursuant to Section 6 of the Occupational Safety and Health Act of 1970 (U.S.C. 6555) . The Statement of Work (SOW) will address Quality Control Plan (QCP), Environmental Management Plan (EMP) des cribing procedures and implementation of controlling hazardous material, protection of the environment during working operations, hazardous waste disposition and solid waste disposition, Quality Assurance, Installation, Application and Resealing of Cosmetic Polymeric deck covering, including performance work on Tile (Fire Retardant Deck Tile), Rubber Matting (Electric Grade Dielectric Sheet), Ceramic Tile and Quarry Tile, Stratica Tile/Wood Strips and adherence to Silica safety requirements, and other SOW requirements. As a minimum, the RFP SOW will include the following MIL requirements: MIL-P_D-455D, MIL-P-24441, MIL-D-3135, MIL-D-23134, MIL-D0-24613, MIL-D-3135, MIL-D-24613, MIL-P-D-455D, MIL-P-24441, MIL-T-18830, MIL-STD-1623, MIL-STD-12623, MIL-D-17951, MIL-S-8802, MIL-D-3135, MIL-A021016, MIL-A-24456, MIL-P-24441, MIL-M-15662, MIL-D-17951, MIL_A_46106, MIL-S-8802, M IL-D-3135, MIL-A-21016, MIL-A-2456, MIL-P-24441 and MIL-D-3135. Vendors are required to reserve their questions until the solicitation is released. The proposed contract is 100% set aside for small business concerns. See numbered notes 1 and 26.
