Description
NA Point of Contact, Richard D. Feller, Contract Specialist, (817) 886-1056. This will be a firm-fixed price construction project to construct an Alert Holding Area (AHA) consisting of vehicle processing buildings with inspection bays, office, and storage ar ea; assembly areas; hardstand; high/low truck ramp; access roads; security lighting; building information systems; fire protection; anti-terrorism/force protection measures; utilities; electric service; HVAC; and site improvements. Estimated Construction Range is $5,000,000.00 to $10,000,000.00. Solicitation will issue on or around 4 March 2004 with a bid opening date on or around 17 April 2004, 1400 hours, central time (CST). The North American Industrial Classification System (NAICS) Code applicable to this project is 236220. Small Business Size Standard is $28,500,000.00. This is an UNRESTRICTED solicitation. All qualified business concerns may submit a bid. Bids from large business firms must comply FAR clause 52.219-9 regarding the requirement fo r submission of a subcontracting plan. The Fort Worth District subcontracting goals are for specified percentages of the contractors total planned subcontract amount to be placed with the following: Small Business, 57.2%; Small Disadvantaged Business, 10 %; Women-Owned Small Business, 10%; HUBZone Small Business, 3.0%; and Service-Disabled Veteran-Owned Small Business, 3.0%. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans a nd specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 inch diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check daily for any posted changes to this solicitation. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issua nce at the following Internet address: http://ebs.swf.usace.army.mil. Contractors shall register themselves on the Internet to receive a copy of this solicitation on CD-ROM. NO EXPRESS MAIL PROCEDURES WILL BE UTILIZIED ON INITIAL MAILING OF THE CD-ROM. All bidders are encouraged to visit the Army Single Face to Industry (ASFI) to view other business opportunities.
