- NA This notice represents a revised acquisition strategy from multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts to multiple Commercial Blanket Purchase Agreements (BPA) for the previously synopsized planned release by the US Army Communication Electronics Command (CECOM) of Request for Proposals (RFP) W15P7T-04-R-J204 for the acquisition of various components in support of CECOM Logistics and Readiness Center's 'Night Vision' spares program. This program provides logistics support to end items used by US soldiers in the field. These components are intended to replace identical components that are worn or broken. Only potential offerors that have been certified b y the Department of Defense, United States/Canada Joint Certification Office will be allowed access to this document library. A request for access, including vendor??????s IBOP User name, Company Name, Email and Phone number must be sent to the Contractin g Officer, Deborah J. Gilligan, deborah.gilligan@us.army.mil or Contract Specialist, Janet Colyard, janet.colyard@mail1.monmouth.army.mil, accompanied by a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. See numbered note 8 f or instructions on obtaining certification. Vendors interested in offering on the Light Interference Filter (LIF) must possess a valid SECRET security clearance. All vendors should ensure that their import/export licenses are current to avoid any delays in production and shipping. The United States Army Communications Electronics Command (CECOM) has established the IBOP to provide electronic transmittal of RFP from the Government to Industry. All interested part ies wishing to do business with CECOM are encouraged to register as a user well in advance of the anticipated RFP issuance and to check the IBOP frequently for updates. To become a user of the IBOP you will need a User Identification and Password in additi on to a computer terminal equipped with the necessary hardware and software to interface with the IBOP system. Offerors MUST REGISTER with the IBOP prior to submitting a proposal. In order to register, go to http://www.monmouth.army.mil/cecom/acq/ then cli ck on 'Business Opportunities,' then on 'New User Click Here To Register,' then on 'Industry,' then on 'Browse and Post.' Fill out the on-line form and click on 'Submit Request.' Acquisition strategy has been changed as follows: (1) Full and Open Competition. (2) BPAs will be awarded to all Offerors submitting technically acceptable proposals. (3) Offerors are invited to propose on any or all of the components. (4) All BPA holder s will subsequently be invited to submit competitive Price Quotes for Purchase Orders (PO) as requirements arise for the components for which they have been qualified. Quotes will be due 48 hours after request is issued. The award limit for any individual PO under a commercial BPA is $5,000,000.00. Documents related to this acquisition will be posted on the IBOP under RFP W15P7T-04-R-J204 as they become available. It is anticipated that a combined Synopsis/Solicitation will be issued on the FedBizOpps on or about 22 December 2003, with any final sup plemental documents posted on the IBOP. Technical proposals will be due January 20, 2004. (Earlier submissions will be encouraged.) Proposals shall be delivered in electronic format by posting on the IBOP as well as in CD-Rom format at the time and place specified in the solicitation. Award of the BPAs is projected for the end of February 2004.
