Description
Los Alamos National Laboratory will be issuing a Request for Proposal for the below requirement. Interested subcontractors must ask for a Request for Proposal from James R. STATEMENT OF WORK - 05 Nov 03 Technical Area (TA) 18 Facility Management and Engineering Support 1. BACKGROUND This Statement of Work is in support of two groups: N-2, within the Nuclear Nonproliferation (N) Division and FWO-SWO (for TA-18 work only) within Facilities and Waste Operations (FWO) Division at the Laboratory. Group N-2, Advanced Nuclear Technology, is the tenant organization and performs the programmatic work at TA-18. FWO-SWO is the facility management group for TA-18, also known as Facility Management Unit (FMU) 6. TA-18 is the sole remaining facility in the U.S. capable of performing general-purpose nuclear materials handling that includes the construction and operation of high-multiplication assemblies, delayed critical assemblies, and prompt-critical assemblies. Four primary areas of activity take place at TA-18. These areas are (1) critical experiments in support of stockpile stewardship/management and other programs, (2) emergency response in support of counterterrorism activities, (3) safeguards and arms control in support of domestic and international programs to control excess nuclear materials and (4) homeland security programs. 3.0 TASKS In response to task orders that will be issued from time to time by the Los Alamos National Laboratory, the Subcontractor shall perform specific tasks selected or adapted from the general task areas described herein as required to support missions assigned to the Laboratory. Task Areas are as follows: 3.1 Safety Basis Support " Planning/management of the Safety Basis Implementation Plan, which includes providing management support for tracking, status reporting and issue resolution for the Safety Basis Implementation Schedule. " Preparation and/or modification of procedures such as acceptance test procedures and calibration procedures for critical assembly measurement systems. " Upgrade of safety system designs, including associated calculations and specifications for commercial/safety grade items. " System startup and Readiness Assessment support. " In-core temperature measurement system design for the critical assemblies, as well as providing an acceptance test procedure, calibration procedure, procurement support, etc. " Facilitate/design the Individual SCRAM time measurement upgrades for designated critical assemblies. 3.2 Engineering Analysis and Design " Mechanical, civil/structural, electrical, instrumentation & control, and nuclear engineering design and analysis of programmatic and facility systems, structures, and components. " Development of the conceptual design, final design reports, design basis documents, design change notices and design drawings. " Design criteria/F&OR development, design, drafting, studies, calculations, design reviews, failure modes analysis, risk analysis, and root cause analysis. 3.3 Configuration Management Support " Support the development, implementation, and maintenance of configuration management (CM), which includes records management. " Preparation of CM/RM procedures, system design descriptions, facility design descriptions, DC/RM setup/support, as-built drawings, master equipment lists, and master document lists. 3.4 Programmatic Support - General " Strategic planning " Project definition " Program reviews (i.e. conduct of operations) " Program documentation, preparation and revisions to operating procedures, hazard control plans, maintenance procedures, calibration procedures, and plans. 3.5 Programmatic Support - Critical Assembly Design Support Note This work shall be separately funded ONLY when the Relocation Project to the DAF is approved. " Design and fabrication of four critical assemblies and their control systems to be used as replacements for Comet, Flattop, Godiva, and Planet. " Replacement and/or relocation of the SHEBA critical assembly shall be determined at a later date. " Engineering support for the definition and design of the new critical assemblies. " Engineering support for the preparation of Design Requirements Documents (DRDs) for the new Comet, Flattop, Godiva, and Planet critical assemblies. " Preliminary design support for the Flattop critical assembly. 3.6 FWO Facility Support at TA-18 " Engineering support for facility projects at TA-18, such as HVAC upgrades, equipment surveillance systems design, lightening protection, lighting upgrades and associated electrical upgrades to accommodate changes/upgrades to the facility. 4.0 DELIVERABLES AND SCHEDULE Definition of deliverables and due dates shall be identified as part of the task orders issued pursuant to this subcontract.
