Description

The National Institute of Standards and Technology (NIST), Acquisition & Logistics Division, on behalf of the Information Technology Laboratory, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with ITI Standards Secretariat of Baltimore, MD for ITEM 0001 - Quantity 1 - InterNational Committee for Information Technology Standards (INCITS) Membership. InterNational Committee for Information Technology Standards (INCITS) is the primary U.S. focus of standardization in the field of Information and Communications Technologies (ICT), encompassing storage, processing, transfer, display, management, organization, and retrieval of information. As such, INCITS also serves as the American National Standards Institute's (ANSI) Technical Advisory Group for ISO/IEC Joint Technical Committee 1 on Information Technology (JTC 1). JTC 1 is responsible for International standardization in the field of Information Technology. Membership on INCITS is required to support NIST's program of work to accelerate the approval of National and International Standards in support of the Homeland Security requirements of the United States of America. The Information Technology Industry Council (ITI) is the sole Secretariat for INCITS. As such, ITI is uniquely able to provide NIST membership on INCITS. ***The North American Industry Classification System (NAICS) code for this acquisition is 813920, and the size standard is $6M. ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by December 12, 2003, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
