Description
This procurement will include a wide range of new construction over the next five years, utilizing Construction Manager as Constructor (CMc) concept, at multiple FLETC locations, including Glynco, GA, Artesia, NM, Cheltenham, MD and Charleston, SC. New construction will include, but is not limited to, Student Dormitories, Office Buildings, Driver Training Ranges, Classroom Buildings, Dining Halls, Indoor and Outdoor Firearms Ranges, and Practical Exercise Facilities. Total estimated construction cost over the five year period is $500 million, with individual projects ranging from $1 million - $50 million. It is anticipated that up to five (5) contracts will be awarded as a result of this solicitation, up to three (3) of which will be to Small Business concerns, and that the contracts will contain a base period and option periods not to exceed a total of five years. Each contract will contain a guaranteed minimum of $10,000.00, which will be satisfied during the base period by the issuance of one or more delivery orders. Awarded contractors will compete for individual task orders based on qualifications and price. The procurement will be negotiated on a ?best value? basis in accordance with FAR 15.101, based primarily on a trade-off between technical qualifications, present/past performance, and price. Offerors will be evaluated on relevant corporate experience, past performance on relevant contracts where the offeror acted as prime contractor or CMc, Key Personnel, to include experience and qualification of proposed staff, and price. The solicitation will be available about February 15, 2004, with proposals due about April 1, 2004. NAICS Code 236220, Size Standard $28.5M, will be used for this solicitation. Interested large and small contractors should, as early as possible, but no later than 15 days of this notice, indicate interest in this acquisition by letter (no more than 2 typewritten pages) with a brief summary of experience in relevant contracts where the offeror acted as a prime contractor or CMc. The offeror should describe its performance of the pre-design and construction phase services provided. The letter should clearly identify the business size, i.e., large business, small business, small disadvantaged business, 8(a), HubZone, etc. Due to the estimated value of anticipated projects, the letter must also provide the offeror?s bonding capacity. Letters should be sent to the attention of Robert Driggers, Contracting Officer, at the contracting office address listed above, or via e-mail attachment. More detailed present/past performance information will be required with proposals. The Government anticipates significant subcontracting activity under this contract.
