- Description
- The General Services Administration, Federal Technology Service, Region 9, Southern Area Office, intends to issue a sole source, firm-fixed-price contract to IPS MeteoStar Inc., 2323 S. Troy St, Ste 5-11, Aurora, CO 80014. The applicable NAICS Code is 541511. The Government requires ongoing software engineering support for the further development of the capabilities of the LEADS software to support Naval operational needs for Meteorology and Oceanography (METOC) analysis and forecasting The LEADS software shall have the capability to ingest, decode, validate, manipulate, display, annotate, and disseminate worldwide weather information in the capacity of a fully functional weather forecasting product generator with scalable functionality as Naval requirements evolve. DII COE ? Network Centric Enterprise Services (NCES): LEADS COTS product shall comply with DII COE COTS Level 5 specifications. Web Enablement: LEADS and the Weather Web Server shall support the Web Enabled Navy concept as it is implemented within the Navy and Marine Corps. The Navy Enterprise Application Development Guide (NEADG) will be used as directed to implement these concepts. The LEADS Lite capability will provide units with Internet access to ingest and modify LEADS products from Navy and Marine Corps hub facilities (in LEADS DISP, NITF, Shape, GEOTIFF, GIF, PNG, JPG, etc., formats) and output them in Shape, NITF, GEOTIFF, or other formats. Plot and display pilot reports: LEADS shall accept, file, decode and plot warning data including high winds and seas, tropical cyclones, SIGMETS, Convective SIGMETS, AIRMETS, and Weather Warnings. Web Briefing Plasma Display Capability: LEADS shall include a Web-based Plasma Briefing Display, Weather Warning Editor, Pilot Briefing, and other capabilities to LEADS. Ingest imagery from Seaspace FMQ17 and SMQ11: LEADS shall ingest Hierarchical Data Format 5 (HDF5) and METOC TIFF (MIFF or MTIF). Ship Tracks: LEADS shall decode, plot, and graphically display ship tracks. This includes the capability to manually enter port data. Display Wind and sea warnings, fronts and eddies, and ice boundaries: LEADS shall decode, plot, and graphically display high winds and seas, fronts and eddies. This will include a mouse hover to text capability. Plot and display tropical storms warnings: LEADS shall plot and display tropical storms warnings including history, forecast positions, and wind radii from Alphanumeric data and grid. Incorporate a High Winds and Seas warning generation capability: LEADS shall have a High Winds and Seas warning generation capability. Interpolate gridded data: LEADS shall have a SKEW-T capability that includes contrails, refractivity, and mouse over features. Vertical cross section capability: LEADS shall display vertical space cross sections from GRIB data for selected points. Bathymetry: LEADS shall display (imaging and contouring) bathymetry data. Pilot Briefing Capability: LEADS shall have the capability to overlay OPARS flight path on to LEADS products. Display Military Grid Reference System (MGRS) on demand: LEADS shall display MGRS, provide audible and visual alerts, and provide animated GIFs. Graphical WEAX: LEADS shall Graphical WEAX capability. Monthly Executive Summary of data and results prepared by the contractor shall be posted onto GSA?s Information Technology Solutions Shop, task order management system, ITSS (www. https://it-solutions.gsa.gov) each month. The work will be performed at the contractor?s place of business and at other sites as required. The primary deliverables will be made on or before April 26, 2004. The statutory authority for other than full and open competition is 10 USC2304(c)(1), only one responsible source. The RFQ document and incorporated provisions and clauses are those in effect through FAC 97-5 and DAC 91-13. FAR 52.212-1, FAR 52.212-4, and FAR 52.212-5 apply to this acquisition. FAR 52.212-2 does not apply to this sole source acquisition. Quotes shall include a completed copy of the provisions at FAR 52.212-3 and DFARS 252.212-7000. The following additional FAR clauses apply: 52.203-6, 52.203-6 Alt I, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.232-33. The following additional DFARS clauses apply: 252.212-7001, 252.204-7004, 252.205-7000, 252.225-7012, 252.227-7015, 252.227-7037, and 252.243-7002. Note: This software is proprietary and available only from to IPS MeteoStar Inc. All interested parties must submit a capability statement that sufficiently describes their qualifications and previous experience relevant to fulfilling the above requirement. Capability statements shall include evidence that the firm has previous experience in providing this requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
