- Description
- The Department of Justice (DOJ) intends to negotiate, on a sole source basis, a contract with NetManage, Inc. 12110 Sunset Hill Road, Reston, VA 21090. The DOJ Financial Management Information System (FMIS) uses a variety of NetManage host-based software products including Sim3278 VM/VTAM (on VM/ESA), SimXfer CMS (VM/ESA), Sim3278 VTAM (OS/390), SimXfer TSO and SimXfer CICS and A2B client side software for communications/terminal emulation, file transfers and printing. NetManage has developed an upgrade called Rumba which provides conenectivity from Microsoft Windows desktops to virtually any host system, across any TCP/IP network, with mission-critical reliability. Innovative features will increase user productivity, reduce total cost of ownership, and simplify enterprise migrations to browser-based and server-based computing. The anticipated date for contract award is January 1, 2004. The contract must provide for maintaining all functionality on the operating environments systems in use for FMIS at the Justice Data Center, specifically z/OS 1.3 or 1.4, CICS Transaction Server 1.3 and 2.1, z/VM 4.1 and their successors at no additional cost to the government. This includes all necessary modifications to support 31 or 24-bit addressing modes in the 64 bit environment as required. Further, the 16- bit A2B product is to be replaced with the 32-bit RUMBA graphical user interface (GUI) product. We require an upgrade to the RUMBA application to permit effective use on Windows 2000 and Windows XP, while maintaining the critical SimXfer interface. Additionally, the RUMBA upgrade provides enhancements in GUI, scripting language, and dial-up options for more current connectivity functions. Seat licenses for 40,000 desktops including maintenance must be provided in the base year of the contract. Additional licenses may be acquired during the contract. Maintenance must be provided for all mainframe and client products through a minimum of a Base Year with 5 Option periods, subject to annual renewal at the sole discretion of the government. The DOJ has determined that NetManage, Inc. is the only responsible supplier who can provide the software license, upgrade and maintenance to meet the stated DOJ needs. There is no solicitation document. Interested parties must submit a detailed response, to include descriptions and product literature that clearly and convincingly demonstrate the ability to meet the DOJ needs. Responses received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals or bids, and cost and pricing data are not solicited. A determination by the DOJ not to open this requirement to competition based upon any written responses to this notice is solely within the discretion of the DOJ. Responses are due by December 10, 2003.
