- NAICS Code: 334516 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation number OH-04-00026 is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07. This acquisition is a 100% small business set-aside. The NAICS code is 334516, the size standard for which is 500 employees. The systems ecology lab of the Water Quality Management Branch requires four multiparameter water quality monitoring data sondes and one data logging system to interface with each of the four multiparameter units. The analytical and field personnel in the lab have to make continuous measurements of several basic water quality parameters to meet project objectives to index and characterize stream sampling sites, monitor stormwater runoff and surface water quality, conduct controlled experimental studies in meso-scale stream and wetland systems, and monitor bmp effectiveness in several case studies. The multiparameter units will be used by the lab to obtain continuous time series of water quality constituents associated with the research program in watershed management. Products Specifications: (1) Two of the instruments shall be outfitted to measure temperature, pH, vented-level, conductivity, turbidity, rhodamine, ORP, and DO. These instruments need to be small enough in diameter to facilitate placement in a 4" PVC sampler casing well. This means the instruments need to be 3.75 inches in diameter or less. (2) One instrument shall be outfitted to measure temperature, pH, vented-level, conductivity, turbidity, chlorophyl, ORP, and DO. This instrument needs to be small enough in diameter to facilitate placement in a 4" PVC sampler casing well. This means the instrument needs to be 3.75 inches in diameter or less. (3) One instrument shall be outfitted to measure temperature, conductivity, pH, ORP, and DO. The instrument shall be no larger than 1.7 inches in diameter to facilitate measurement in 2" schedule 40 PVC groundwater sampling wells. (4) One display and data logging system shall interface with each of the four monitoring instruments. The system shall allow a user to log real time data, calibrate the monitoring instruments, program them for field deployments, and upload data to a computer. The data interface unit shall be waterproof and include a built-in barometer. (5) Each multiparameter monitoring instrument shall be capable of working in fresh, wastewater, or seawater. (6) All dissolved oxygen sensors shall require no external stirring. On the three instruments with the optical ports for Rhodamine, Turbidity, and/or Chlorophyll there shall be automated whipping capabilities for the DO and other sensors (pH, Temperature, Conductivity, and ORP) to decrease biofouling and increase deployment times under field conditions. (7) All sensors shall be field replaceable. When a sensor needs maintenance or replacement it can be serviced in the field by the user without the need to send it back to the factory or expose the instruments internal circuitry. (8) All optical sensors shall be supplied with self cleaning wipers. (9) Computer software for data upload and processing (plots, statistics and tables) shall be included. The software program shall be capable of exporting data in comma and quote delimited and ASCII formats. (10) Cables for vented-level deployments and computer/logging unit interfacing shall be made to hold up under field conditions. (11) Field support, training, maintenance and service shall be provided. Units shall be delivered, setup and training will be provided at no extra charge. (12) The multiparatmeter instruments shall be capable of operating in a self-powering mode from an internal power supply. The instruments shall also have the capability of being powered by an external 12VDC power supply through an interface cable. Batteries shall be removable via an external hatch without opening the electronic compartment and without the use of tools. (13) The batteries of the instruments shall power the instrument for at least 60 days at 20 C with a sample interval of at most 20 minutes, and with all sensors active. (14) The instruments shall have at least 350 Kb of memory capable of storing at minimum 100,000 individual readings. Loss of battery power shall not cause loss of memory, and a memory backup battery shall not be required.(15) The instruments shall have the capability of user supported software upgrades. No factory returns for software upgrades. (16) Specific sensor analytical specifications include: The dissolved oxygen measurement technique should be EPA-accepted.The vented-level sensors shall be capable of measuring the range of 0-30 feet of water with an accuracy of +/- 0.01 ft. Capabilities for of measuring ORP are required in the range of -999 to +999 mV with an accuracy of +/- 20 mV. The Turbidity sensor shall be capable of measuring turbidity in the 0-1000 NTU range with an accuracy of +/- 5% of the reading. Specifications for the rhodamine sensor include a range of 0 to 200 ug/l with an accuracy of at maximum 10% of reading. Vendors must provide documentation in sufficient detail to demonsztrate that the proposed items meet or exceed the Governments minimum requirments. All items shall be delivered to the U.S. EPA Shipping and Receiving, 26 W. ML King Dr., Cincinnati, OH 45220 no later than three weeks after issuance of the purchase order. Shipping shall be F.O.B. destination. The provision at FAR 52.212-1, Instructions to Vendors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1) Acceptablility of the item offered to meet the Government's requirement and (2) price. Acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive techncial literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Vendors shall include a completed copy of the provision at FAR 52.212-3, Offers Representations and Certifications-Commercial Items, with its offer.
